Bragg M I NUT E S Week of June 2, 1980 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara. Commis- sioner Brown was present, Commissioner Mercer was not. Harriett Buchmann, Resource Coordinator of the Clallam/ Jeff- erson Counties Juvenile Diversions submitted an application for State Funding of Diversion Program for 1981 - 1982 in the amount of $86,514.00. After reviewing the application, Commissioner Brown moved to sign it. Commissioner O'Meara seconded the motion. Memorandum of Agreement with Northwest Service Council for summer youth work. The Board approved to have Chairman O'Meara sign the agreement. Contract with M & D Stoen Construction, Inc. for crushed rock as per bid award of May 20, 1980. The Board approved and signed the contract by motion of Commissioner Brown, seconded by Commissioner O'Meara. Peter Badame talked with the Board about the progress of the Public Transportation Study. Laura Short, International Farm Youth Exchange (IFYE) partici- pant,appeared to explain the program to the Board and have her picture taken with them so she may be able to show it on her trip to Denmark. Resolution No. 56-80 re: Commissioner Brown moved to approve O'Meara seconded the motion. Cancellation of Unclaimed Warrants. and sign the resolution, Commissioner Eric Bartl brought to the Board a petition with 45 signatures concerned with the absense of a signal at the railroad crossing on streets leading to the Crown Zellerbach Mill. The Board will give copies to the Engineer and notify the Highway Saftey Department to set up a hearing date. Mark Norris, Account Representative from the Xerox Corporation, talked with the Board about Xerox granting 'full option to purchase credit' toward the purchase of the Xerox 4000 that the County is presently renting. The credit amounmto 30% off current price of $11,290.80. Commissioner Brown moved to sign the purchase contract and maintenance agreement. Com- missioner O'Meara seconded the motion. The Board talked with Planning Director David Goldsmith about the letter received from Thousand Trails regarding a revised Phase I con- struction schedule in which scales down the number of campsites from 80 plus/minus to 40 campsites. Construction of the trading post has also been postponed. No Board action was taken at this time. BUSINESS FROM COUNTY DEPARTMENTS: Building re: 1. Refund of Permit Fees: a) #320; Luella Hamilton, in the amount of $74.00 because she no longer intends to build the home. Commissioner Brown moved to approve the refund, Commissioner O'Meara seconded the motion. b) #8949; Cindy Williams. Refund $20.00 because the Health Department denied the on-site sewage system. Com- missioner Brown moved to approve the refund, Commissioner O'Meara seconded the motion. . VOL {) rAGE '01173 ""-... Minutes for the week of June 2, 1980 Page 2 BUSINESS FROM COUNTY DEPARTMENTS: con't Community Counseling re: 1. Request to the Bureau of Mental Health for additional funds. After reviewing projected plans and financial needs for.the balance of 1980, it was found that a number of categories related to the Involuntary Treat- ment are under funded. The Board signed a letter to the Bureau of Mental Health requesting an additional $11,490.00 for the balance of 1980, retroactive to May 1, 1980, by motion of Commissioner Brown, seconded by Commissioner O'Meara. Planning re: 1. Forest Practice Permit: a) FP-02-03248; R. K. Overlander. Clear 5 acres of land for pasture. Commissioner Brown moved to sign the notice o~ no objection and advise that an access permit must be secured. Commissioner O'Meara seconded the motion. 2. Energy Audit for courthouse. After discussion with David Goldsmith and Ed Darden, the Board concluded that it would be in the best interests of the County to enter into contract with an engineering firm for information on how and when the courthouse can be insulated most efficiently. 3. Final Short Plat: a) S32-79; Howard H. Kipp. Divide 5 acres into 2 residential lots at the Coyle Peninsula to be served by individual wells and septic systems. All required departments have reviewed and approved the plat. Com- missioner Brown moved to approve and sign the plat, Commissioner O'Meara seconded the motion. The Board recessed and reconvened Tuesday, June 3, 1980 to continue regular business. Commissioner Mercer was not present. Bid Opening. Improvement of Dabob-Chimacum Road; CRP #461 BIDDERS: BID TOTALS: 1. W.E. Seton & Son $788,480.49 2. North Kitsap 911,456.30 3. J.D. Shotwell 922,882.61 Engineer estimate is $838,163.50. Moved by Commissioner Brown, seconded by Commissioner O'Meara, to have Engineer check bids for possible errors and if found to be correct, award bid to low bidder. Bid Opening. Traffic Line Striping for 1980. BIDDERS: BID TOTALS: 1. Rockey's Road $30,240.00 Engineers Office advised that they were telephoned by Paint-A-Line of Seattle stating their bid was sent by registered mail on May 29, 1980, how- ever their bid has not been received to date. Due to this situation, all Board action was delayed until the matter can be verified. Bid Opening. Sale of Timber at the Hadlock Gravel Pit. BIDDERS: BID TOTALS: contractor/county 1. Dick Hughes 100%/-0- 2. Lester West 90%/10% 3. Dennis R. Spaulding 59%/41% 4. W.E. Seton & Son 48%/52% By motion of Commissioner Brown, seconded by Commissioner O'Meara, the bid was awarded to W.E. Seton & Son. By motion of Commissioner Brown, the application for funding for a half time was signed and forwarded to John piacitelli seconded by Commissioner O'Meara, Geriatric Services Specialist of DSHS. Contract/Grant Amendment 1004-AGG-26l82 (1) . The amount of contract award is increased by $2,800.00 for increased psychiatric services in emergency care system. The Board feels there is not that great of need at the present time. The Board recessed and reconvened Wednesday, June 4, 1980 to continue regular business.
