10:00 a.m. Meeting called to order by Chairman A. M. O'Meara. Commis-
sioner Brown was present, Commissioner Mercer was not.
Acceptance of Proposal. Remodel of second floor office at. the
Jefferson County Multi-Service Building.
BIDDERS: BID TOTALS:

Commissioner Brown moved to award bid to Dan Maguire for construction
and to Rob Cook Electric for the electrical work. Commissioner O'Meara
seconded the motion.
The Board reviewed and signed the letter from Herbert Hellgren,
Chairman of Clallam/Jefferson County Community Action Council, Inc., re-
garding documentation of agreement to extend the initial contract and pay-
ment for administrative services of the Housing Rehabilitation Grant Program.
Minutes. Commissioner Brown moved to approve and sign the
minutes of June 2, 1980 as corrected, Commissioner O'Meara seconded the
motion.
Approval & Signing of the Bills. The Board approved and signed
the May bills to be paid in June.
Hearing. petition for vacation of portion of County Road No.
62-1.12; Loomis Miller, petitioner. Mr. Miller was present. No one
appeared to speak for or against the proposed vacation. The Planning Depart-
ment has no objection. The Public Works Department has no objection provid-
ed that access for utility maintenence be maintained and they request that
before approving the vacation, the platted 60 foot access be opened for
traffic and the remaining portion of County Road 62-1.12 lying south of the
unopened 60 feet be vacated. Mr. Miller feels that he cannot secure the
utility easement from the other property owners and would like the Board to
consider RCW 36.87.140. After much discussion, Commissioner Brown moved to
approve the vacation, keeping the utility easement pursuant to RCW 36.87.140.
Commissioner O'Meara seconded the motion.
Agreement & bill of sale, between the Washington State Depart-
ment of Game and Jefferson County, for the trees at the Clearwater cabin
site. Commissioner Brown moved to sign the agreement, Commissioner O'Meara
seconded the motion.
Application for dance'..license from the Timber House Restaurant.
Commissioner Brown moved to approve and sign the application, Commissioner
O'Meara seconded the motion.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. Moores Mobile Preliminary Binding Site Plan. Mr. & Mrs.
Donald Moore appeared. They propose to divide 4.17 acres
into 13 single family residential trailer sites at Four
Corners. The City has granted water to this proposal.
All required departments recommend approval subject to the
10 conditions. The Planning Commission recommends approval
with~t~e. 10 conditions except with a change in condition #8

which would read "notification" rather than "notice to
potential purchasers". Commissioner Brown moved to approve
the preliminary Binding Site Plan as recommended by the
Planning Commission and change condition #2 from "prevent"
to "discourage". Commissioner O'Meara seconded the motion.
Commissioner Brown moved to grant the variance on the road
standard and to allow private roads and the cul-de-sac,
Commissioner O'Meara seconded the motion.
The Board recessed and reconvened Tuesday, June 10, 1980, to
continue regular business. Commissioner Mercer was not present.
The Board signed the following notices for public hearings:
1. June 23, 1980, 11:00 a.m. Proposed establishement of a budget in the
sum of $247,918.00 for the Jefferson County Housing Rehabilitation,
reimbursable by the Department of Housing & Urban Development Community
Development Block Grant.
2. June 23, 1980, 2:30 p.m. Proposed establishment of a budget in the
sum of $13,482.00 for Transportation Feasibility Study, reimbursable
by the Washington State Department of Transportation.
3. June 23, 1980, 10:00 a.m. Proposed budget extension in the amount of
$7,000.00 for Bonds & Insurance.
variance request for septic tank permit by Mr. Donald Moore for
the proposed Mobile Home Park at Four Corners. Randy Durant explained that
Mr. Moore wants to put in septic tanks before final approval of the site
binding plan in order to avoid inclement weather. Durant said the Health
Department does not object but trailers cannot be moved in before final
approval. Commissioner Brown moved to grant the variance so Mr. Moore can
get the work done in the proper manner. Commissioner O'Meara seconded the
motion.
Resolution No. 57-80 re: Opposing the Northern Tier Pipeline
Company's proposal for the transshipment of oil from the Olympic peninsula
to the mid-western region of the United States. Commissioner Brown moved
to approve and sign the resolution, Commissioner O'Meara seconded the motion.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. Contract review, for the Energy Audit, between John Graham
& Company and Jefferson County. To provide "Technical
Assistance Engineering Analysis" for the County Courthouse.
After reviewing the contract, the Board approved and signed
it, by motion of Commissioner Brown, seconded by Commis-
sioner O'Meara.
2. Forest Practice Permit Applications:
a) FP-02-03267; Charles A. Anderson. Partial cut 40 acres
and remove logs from 3 acre gravel bar, to be converted
into agricultural pasture land at the west-end on the Hoh
River. The Board signed the notice of no objection and
advised that a road access permit must be obtained.
b) FP-02-03258; Eva Taylor & Barbara Johnson. Construct
1000 feet of road and site clearing by bu1ld~ing for houses
at Lake Leland. The Board signed the notice that (1) Divi-
sion of parcel must conform with the Jefferson County Sub-
division Ordinance; (2) Trees shall not be cut in the
county right-of-way; (3) Road access permit must be obtained;
and (4) Development within 200 feet of the shore shall
conform with the Jefferson/Port Townsend Shoreline Manage-
ment Master Plan.
3. Army Corps Permit:
a) NPSEN-DB-80-2; U.S. Army Corps of Engineer. Placement
of 10 foot wide, 3 foot thick; weighted riprap toe with
a 24 inch thick layer of riprap on a 2 units horizontal
to 1 unit vertical slope. The work involves about 600
feet of river bank. The project will repair the damaged
bank providing protection to the sewage lagoon and service
road at Queets. The Board signed the notice of no objection.

4. Road Access Plan for State Highway 20. Ed Darden submitted
9 findings adopted at the June 4, 1980 Planning Commission
Meeting. The Planning Commission recommends the Board
initiate road vacation proceedings on concerned roads abut-
ting State Highway 20. After lengthy discussion on whether
or not to vacate, they came to no conclusion at this time.
5. Request for current use assessment for Open Space; Harold
D. Peters. 10 acres located on Marrowstone Island. Plan-
ning Commission recommeded the parcel be accepted for cur-
rent use tax assessment subject to the 9 conditions with
changes to conditions #1 & #8 and the deletion of #5 & #9.
Commissioner Brown moved to approve the open space in
timber land designation for Harold Peters on Marrowstone
with the conditions that were recommeded by the Planning
Commission except the deletion of #9. Commissioner O'Meara
seconded the motion.
Contract with Seton & Son Construction Company, Inc. for work
on C.R.P. #461, as per bid opening of June 2, 1980. Commissioner Brown
moved to approve and sign the contract and contract bond, Commissioner
O'Meara seconded the motion.
