10:00 a.m. Meeting called to order by Commissioner B. G. Brown in the
absence of Chairman A. M. O'Meara. O'Meara was present for the
afternoon session.
Peter Simposn representing the Historical Society, appeared before the Board
to advise the Board that they would like to place plaques on the walls in
the courthouse stairwells to honor Jefferson County residents' achievements
within the County. The Board advised that they will need more details on
the selection committee and the plaques.
Hearing. Proposed Jefferson County Road vacation Ordinance. No
one appeared to speak for or against the proposed ordinance. Planning
Director David Goldsmith and Carol Saari presented the proposed ordinance to
the Board. The Board suggested changes on the petition by adding to the
description length and delete "and the public will benefit by its vacation
and abandonment". The Board delayed action until 9/8/80 so the appropriate
changes can be made.
Richard Boyd appeared before the Board regarding his need to
get water to his property located next to Woodland Acres. The City unilities
department told Mr. Boyd that they do not want to run a line down a dead-end
street. The Board explained to Mr. Boyd that the County has no control of
the water but they can give easement for a water line on the County right-of-
way. The Board advised Mr. Boyd to obtain a permit to do work on County
right-of-way from Engineers Office prior to any work.
Hearing. Intent to sell county surplus property. No one
appeared to speak for or against the intent. Commissioner Mercer moved to
declare the property surplus and sign Resolution No. 115-80; Findings &
Determinations. The sale shall be held on September 20, 1980 at 10:30 a.m.
Items to be auctioned include 8 vehicles and other miscillaneous items. Com-
missioner Brown seconded the motion.
Resolution No. 114-80 re: Notice of Public Auchtion for the
sale of 8 vehicles and miscellaneous oil heaters, has range, lawn mower,
kitchen and bath fixtures, chainsaws, wagon drill, air compressor, door, and
and NCR cash register. Commissioner Mercer moved to approve and sign the
resolution, Commissioner Brown seconded the motion.
Resolution No. 116-80 re: C.R.P. #490. Place lane markers for
centerline and painted edge stripe for County Road Numbers 4, 10, 12, & 18.
Appropriation is: Engineering, $1,800.00; and Construction (contract)
$106,200.00 (100% Federal Funding). Commissioner Mercer moved to approve
and sign the resolution, Commissioner Brown seconded the motion.
Call For Bids. Federally funded pavement Marking Demonstration
project. C.R.P. #490. Major items of work will be 53 miles of centerline,
17 miles of no passing, and 106 miles of edge striping. Bids will be
received up until 10:00 a.m., Tuesday, September 23, 1980 at the Commissioners'
Chamber at which time they will be opened and publicly read. Commissioner
Mercer moved to approve and sign the Call For Bids, Commissioner Brown seconded
the motion.
Call For Bids. Improvement of 0.84 mile of the Miller Road
Extension, County Road #42, by clearing, grubbing, grading, draining, surfac-
ing, and other work set forth in the plans and specifications for C.R.P. #470.

Major items of work will be approximately 5860 cubic yards of roadway excava-
tion and 3100 cubic yards of ballast. Bids will be received up until 10:30
a.m., Tuesday, September 23, 1980 at the Commissioners' Office at which time
they will be opened and publicly read. Commissioner Mercer moved to approve
and sign the Call For Bids, Commissioner Brown seconded the motion.
Hearing. Intent to close road access; portion of County Road
No. 314, Irondale, being more particularly 7th Avenue where it enters onto
County Road #18 in Section 3, Township 29 N., Range 1 W.W.M. No one appeared
to speak for or against the proposed closure. Commissioner Brown moved to
approve the closure, Commissioner Mercer seconded the motion. A resolution
will be drafte.
Agreement No. GC-6286 for $15,700.00 advance financial support
payment to the Jefferson Transit Authority for the preparation of the compre-
hensive transit plan, between Jefferson Transit Authority and the Washington
State Department of Transportation. Commissioner Mercer moved to sign the
voucher for funds, Commissioner Brown seconded the motion.
Minutes. Commissioner Mercer moved to approve and sign the
minutes of August 25, 1980, Commissioner Brown seconded the motion. Unanimous
The Board met with Bob Emmerson, Sheriff Smith, and Planning
Director Goldsmith regarding the Overview of County-wide Emergency Location
System.
The Board recessed and reconvened Wednesday, September 3, 1980
to continue regular business. All members were present.
Refund of the $100.00 deposit for road vacation peition to
Leona E. Gilmore, Whistling Oyster because peitioner withdrew the petition.
The Boar~.~pproved the refund.
Addendum to Agreement dated December 24, 1980 with the Public
Defenders Office. The case load has exceeded the amount in the original
agreement and the County will compensate the Public Defender and additional
$14,100.00 for continued service representing indigent defendants under the
1980 contract. Commissioner Mercer moved to approve and sign the addendum,
Commissioner Brown seconded the motion. Unanimous.

Liquor License application for Jean's Out Post Tavern, Clearwater,
for a B,C,E,&F type license. The Board has no objections.
Request for additional funds for an early intervention program
for children ages from birth to 3 years. The funding will be through the
Developmental Disabilities Program in the amount of $3,173.00. Commissioner
Brown moved to approve and send letter of request, Commissioner Mercer
seconded the motion. Unanious.
