Bragg M I NUT E S Week of November 10, 1980 10:00 a.m. Meeting called to order by Chairman A. M. O'Meara with all members present. Bid Opening. 500 Tons of Cold Mix. BIDDERS: BID TOTALS: 1. North Kitsap $13,072.50 including tax 2. Shotwell 16,816.00 including tax Commissioner Brown moved to have bids checked and to have the letter submitted by Shotwell reviewed. Commissioner Mercer seconded the motion. Unanimous. After bids were checked and found to be correct, Commissioner Brown moved to award bid to North Kitsap, Commissioner Mercer seconded the motion. Unanimous. Peter Simpson appeared and presented the Interlocal Cooperative Agreement for the Community Development Block Grant. The agreement is with Clallam County, Forks, Port Angeles, Sequim, Port Townsend, and Jefferson County. Also reviewed was Resolution No. 145-80 re: Authorizing the signing of the Interlocal Cooperation Agreement. Commissioner Brown moved to approve and sign the resolution and the agreement. Commissioner Mercer seconded the motion. Unanimous. Agreement for Mental Health Outreach Program between Forks Com- munity Hospital and Jefferson County Mental Health Center. Forks is provid- ing the service of the program to the west~end of Jefferson County and pay- ment shall be 5% of the yearly Grant-in-Aid funds plus 5% of the amount of Property Tax allocated to Mental Health in Jefferson County. Commissioner Brown moved to approve and sign the agreement, Commissioner Mercer seconded the motion. Unanimous. Bid Opening. Improvement of County roads located in the Irondale area, C.R.P. #478. BIDDERS: BID TOTALS: 1. Shotwell $57,937.66 2. North Kitsap 46,880.00 Engineer's estimate was $47,011.00. Commissioner Brown moved to have engineer check all bids for possible errors. After checking bids, Engineer Bagley reported that Shotwell's bid was in error and should be $59,004.66 and North Kitsap was found to be correct. Commissioner Brown moved to award bid to North Kitsap as low bidder, Commissioner Mercer seconded the motion. Unanimous. Hearing. Budget Extension; Non-Departmental. Bonds $3,200.00 is needed to cover additional county insurance costs. appeared to speak for or against the proposed budget extension. Brown moved to approve and sign Resolution No. 146-80 re: Order Extension, Non-Departmental for Bonds & Insurance. Commissioner seconded the motion. Unanimous. and Insurance No one Commissioner of Budget Mercer Current Use Tax Assessment. Mr. & Mrs. Harold Oberg appeared regarding thier Open Space Application of 7.12 acres. Planner Ed Darden presented the application to the Board and advised that the Planning Commis- sion recommends denial because the parcel is not in compliance with any of the Open Space Policies. The applicants told the Board that they originally applied for Open Space Timber but were advised by someone to change to Open Space. Commissioner Brown moved to deny the Open Space Application as recom- mended by the Planning Commission. Commissioner Mercer seconded the motion. Unanimous. The Board suggested the Obergs try applying for the Open Space Timber. Commissioner Brown moved to sign the contract with the full service option I. Commissioner Mercer seconded the motion. Unanimous. Resolution No. 147-80 re: Budget Transfer, Planning Department in the amount of $15, 94 from Travel to Operating Supplies. Commissioner Brown moved to approve and sign the resolution, Commissioner Mercer seconded the motion. Unanimous. Statutory Warranty Deed, conveying property to M. Bertha Lee Anderson in exchange for property of equal value. Mercer moved to approve and sign the Statutory Warranty Deed, Brown seconded the motion. Unanimous. L. Anderson & Commissioner Commissioner Appointment. Commissioner Brown moved to appoint Pat Slevin as a liaison for the Governor's Committee on Employment of the Handicapped to participate in the International Year of Disabled Persons. Commissioner Mercer seconded the motion. Unanimous. George Duke and his mother appeared before the Board to request the County's help in requiring Crown Zellerbach to put up "no trespassing" signs on their private roads near his home at Discovery Bay. The public is gaining access to his property via the Crown Zellerbach roads and trespassing on his land by using the water line easement across his property. Mr. Duke stated that the water line easement is not easement to the public. Mr. Duke also stated there has been vandalism to his property & he has been shot at. Crown Zee has offered material for a gate. The Board explained that they do not have jurisdiction on the private roads but will talk with Crown Zellerbach. minutes motion. Minutes. Commissioner Mercer moved to approve and sign the of November 3, 1980 as corrected, Commissioner Brown seconded the Unanimous. BUSINESS FROM COUNTY DEPARTMENTS: Comminuty Counseling re: 1. Distribution of Property Tax & Forest Excise Tax revenues allocated to Community Social Services Fund. 50% will go to Mental Health and 50% to Developmental Disabilities. Commissioner Brown moved to approve and sign the letter of distribution, Commissioner Mercer seconded the motion. Unanimous. Planning re: 1. Final Short Plat: a) S18-80; George R. Nordby. Divide 8.19 acres into 4 residential lots located on Marrowstone Island. They will be served by individual wells and septic systems. All required departments have reviewed and approved the short plat. Commissioner Brown moved to approve and sign the final short plat, Commissioner Mercer seconded the motion. Unanimous. 2. Army Corps Public Notice: a) 071-0YB-2-006849; Kenneth Murray. Construct concrete boat ramp and timber bulkhead, and place riprap to control errosion and provide boat haul-out for commercial dry stor- age in Mystery Bay, Killisut Harbor. The Board signed the notice advising that the applicant has applied for a Shore- line Management Permit and request the Corps permit be with- held until a Substantial Development Permit application has been reviewed. 3. Presentation of the Draft Jefferson County Implementing Ordinance for the State Environmental Policy Act. The Board reviewed the draft with the proposed changes. After discussion the Board decided to set the hearing at a later date. 4. Appointment of Planning Commission Members. The Board reappointed FIorella Telling to a 4 year term and will adver- tise to replace James Goss. Mr. Goss has stated he will submit his resignation in writing. VOL 6 f'Arr '-.0"- 02442 ... Commissioner Brown moved to declare no conflict, Commissioner Mercer seconded the motion. Unanimous. b) A-95 Review; Washington State Energy Office 32-0-11-01. Commissioner Brown moved to declare no conflict, Commissioner Mercer seconded the motion. Unanimous. Resolution No. 148-80 re: C.R.P. #493, Hastings Avenue. Location and surveying of existing roadway for future improvements from milepoint 0 to 3.44. Amount of appropriation is $20,000.00 for engineering. The Board approved and signed the resolution by motion of Commissioner Mercer, seconded by Commissioner Brown. Unanimous. Consultant Agreement with Clark & Associates to provide the County with sufficient field information such as maps showing existing right- of-way and road location for Hastings Avenue, County Road No. 40. Commissioner Mercer moved to approve and sign the agreement, Commissioner Brown seconded the motion. Unanimous.
