January 5, 1981
10:00 a.m. Meeting called to order by Chairman A. M. O'Meara, with all
members present.
Reorganization of the Board of County Commissioners. _Commissioner
Mercer moved to have Commissioner B. G. Brown serve as Chairman for the-next
two years. Commissioner O'Meara seconded the motion. Commissioner Brown
accepted the position of Chairman.
Emugene Mattson complained of water run-off from the road onto
her property. The Board will check into the problem for a possible solution.
Hearing. Proposed Budget Extension - Non Departmental, Bonds/
Insurance, and State Examiner. Amounts needed are $2,746.00 for the catagory
of Bonds & Insurance, and $1,798.00 for the catagory of State Examiner. No
one appeared to speak for or against the extension. Commissioner O'Meara
moved to approve and sign Resolution No. 1-81 re: Order of Budget Extension,
Commissioner Mercer seconded the motion. Unanimous.
Bill Clark appeared regarding the Emergency Medical Grant. He
questioned how the grant will be dispersed. He asked if the districts can
order their needed equipment, pay for it in full and bill the County. The
Board agreed.
Mr. Pearson, Chairman of the Gardiner Community Center Board of
Directors, appeared along with 3 other Board members. They asked about the
chairs that were ordered in October 1980, they have yet to be delivered and
advised the Board of their need for seven 10 & 14 foot tables. Also needed
are shades, commercial range, portable stage & curtains, tiling & carpeting,
refrigerator thermometer, inside & outside bulletin boards, and blackboards.
They also reported that the heater in the kitchen does not work and think it
has never functioned properly. The air-flushed toilets are also not working
properly. The Board will check into their requests.
Hearing. Proposed activation of a Jefferson County Noxious Weeds
Control Board. Present at todays hearing were 30 people. Don Tapio of the
State Department of Agriculture explained the purpose of the proposed board
and the noxious weeds that need to be controlled. The Board heard testimony
from those in favor and opposition with the following points brought out and
discussed:
Opposition:
1) There has been no forethought to control of the weed
by manual labor, only to the use of herbicides.
2) Against the use of any kind of chemicals.
3) Suggest subsidizing the farmer to control their farm
lands only and not use money on patrolling the entire
county.
4) There should not. be an entire department costing the
taxpayers money just for one noxious weed.
5) Education in the schools will help control the noxious
weed.
6) The actual prevention of this noxious weed from
spreading is an unreal concept.
7) There should be more research and it should be brought
before the voters.
Favor:
1) Tan-sy Ragwort is a very potential problem in Jefferson
County.

2) Dairy products are tested for chemical contents so
chemicals will be used with caution.
3) The board should be set up early enough to be able
to control without massive chemical use.
4) The economics should be considered in regards to the
amount of farmlands to protect.
Mr. Tapio explained to the group that the methods of removing the noxious
weeds are not designated by the proposed board.
After hearing two hours of testimony, the hearing was closed. Commissioner
Mercer moved to postpone the decision until January 19, 1981 in order to get a
response from the timber companies. Commissioner O'~eara seconded the motion.
Assumption of Contractural Obligations. Jefferson County releases
and conveys any and all interest in that feasibility study prepared by Peter
Badame with funds received from the Washington State Department of Transpor-
tation; and the Public Transportation Benefit Authority (P.T.B.A.) assumes
all obligations of Jefferson County to Washington State Department of Trans-
portation under the terms of the agreement dated May 16, 1980. Commissioner
O'~eara moved to approve and sign, Commissioner ~ercer seconded the motion.
Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. S.E.P.A. Threshold Determination:
a) Olympic Testing Labs; Dootsen Properties, Inc. Mr. Hoyt
was present. The proposed project is to construct a 3,000
square foot, equipment assembly facility consisting of an
office and shop to be used to study the extraction methods
of metals from ores. The facility will be located approxi-
mately 2 miles northeast of Quilcene. The Board reviewed
the environmental check list with attachments. Commissioner
O'Meara moved to sign the final declaration of non-signifi-
cance, Commissioner Mercer seconded the motion. Unanimous.
The Board recessed and reconvened Tuesday, January 6, 1981 to
continue regular business. All members were present.
Planning re: 1. Petition was received from Thousand Trails for the vacation
of roads traversing through their property on Toandos Penin-
sula. The Board will set a hearing by Intent to Vacate
pursuant to condition #5 of the building permit. Hearing
will be held February 9, 1981. Commissioner O'Meara moved
to approve for hearing, Commissioner Mercer seconded the
motion. Unanimous.
2. Proposed Bridge Fendering Systems on the Hood Canal Replace-
ment Bridge. The Board signed the notice of no objection.
3. Army Corps Public Notice:
a) 071-0YB-2-006732; Raymond Schneider. Construct a bulk-
head, place fill, drive piling, install float and gangway to
provide boat moorage and bank protection at South Point.
Commissioner Mercer moved to sign notice that the applicant
has applied for a shorelines permit and request that a Corps
permit be withheld until a Substantial Development Permit
Application has been reviewed. Commissioner O'Meara seconded
the motion. Unanimous.
4. S.E.P.A. Implementing Ordinance Revision. Commissioner Mercer
moved to publish the notice of hearing and the proposed
changes. Commissioner O'Meara seconded the motion. Unanimous.
Hearing will be held January 19, 1981 at 11:00.
5. Regional Council:
a) A-95 Review. Jefferson County Transit Authority for
operations and capital assistance for Public Transit in West
Jefferson County. Commissioner O'Meara moved to declare no
conflict, Commissioner Mercer seconded the motion. Unanimous.
Kevin Maloney representing the Tom's Vending Company appeared and
proposed installing a snack machine in the courthouse. They will be liable
for the machine and the food. Ten percent of the gross will go to the county.
The Board approved.

6. Final Short Plat:
a) #S25-80; Mumby No.2. Divide about 40 acres into one
2 acre parcel and one 38 acre parcel located on Marrowstone
Island. Each parcel will be served by individual wells &
septic systems. All required departments have reviewed and
signed the short plat. Commissioner O'Meara moved to approve
and sign the final short plat, Commissioner Mercer seconded
the motion. Unanimous.
Public
Works re:
1. S & T Construction Company Performance Bond. They request
a 20 day extension to execute the completion of the bond.
Commissioner Mercer moved to approve the extension, Commis-
sioner O'Meara seconded the motion. Unanimous.
2. Call For Bids. 1 new 2 axel, 12,000 lb. Capacity Trailer and
3 latest model ~ ton diesel pick-ups. Bids will be received
until January 27, 1981 at 10:00 a.m. at which time they will
be opened and publicly read. Commissioner O'Meara moved to
approve and sign the call for bids, Commissioner Mercer
seconded the motion. Unanimous.
Contract No. AGG-l033-28297 with D.S.H.S. for Developmental
Disabilities. Amount of contract award is $34,587.00 for January - June; and
$34,587.00 anticipated for July - December. Commissioner Mercer moved to
approve and sign the contract, Commissioner O'Meara seconded the motion.
Unanimous.
Resolution No. 2-81 re: Budget Transfer for Various County
Departments. The Board reviewed the transfers and Commissioner Mercer moved
to approve and sign the resolution, Commissioner O'Meara seconded the motion.
Unanimous.
Resolution No. 3-81 re: Hearing Notice for proposed budget
appropriation in the amount of $73,02 to cover the increase in longevity pay.
Hearing will be January 12, 1981 at 10:00 a.m. in the Commissioners' Chamber.
Commissioner O'Meara moved to approve and sign the resolution, commissioner
Mercer seconded the motion. Unanimous.
Resolution No. 4-81 re: C.R.P. #479.

Commissioner O'Meara moved to approve and sign the
Mercer seconded the motion. Unanimous.

Resolution No. 5-81 re: Budget Transfers for the Sheriff Depart-
ment. The Board reviewed the transfer and Commissioner Mercer moved to
approve and sign. Commissioner O'Meara seconded the motion. Unanimous.
The.Board recessed and reconvened Wednesday, January 7,1981 to
continue regular business. All members were present.
Resolution No. 6-81 re: Budget Transfer for the Planning Depart-
ment. The Board reviewed the transfer and approved the resolution by motion
of Commissioner Mercer, seconded by Commissioner O'Meara. Unanimous.
The Board recessed and reconvened Thursday & Friday,January 8 &
9, 1981 to continue regular business. commissioner O'Meara was not in attend-
ence.
