10:00 a.m. Meeting called to order by Chairman B. G. Brown with all members
present.
Al Jakeway, representing the Jefferson County Conservation District,
submitted a letter supporting the activation of the weed control board.
Mr. Jakeway also requested additional funds for the Conservation District
because the National Conservation Board wants the local district to participate
in the national conventions and different services. The County is now con-
tributing $472.00 annually. The Board advised Mr. Jakeway to put the request
in writing and submit it for their review.
Hearing. State Environmental Policy Act (S.E.P.A.) Implementing
Ordinance. No one appeared to speak for or against the proposed ordinance.
Planning Director David Goldsmith reviewed with the Board the proposed ordin-
ance which repeals ordinance no. 1-77. After review and closure of the hearing
Commissioner O'Meara moved to approve and adopt the Jefferson County Imple-
menting Ordinance: State Environmental Policy Act, Ordinance No. 1-81. Commis-
sioner Mercer seconded the motion. Unanimous.
Wayne Luck, President of the Fair Board, and Jim Engles appeared
before the Board to request they certify the availability of matching funds.
The Fair Board is requesting from the State, special assistance to purchase
and erect an all steel shelter port 60 feet by 120 feet. The estimate total
cost is $39,076.00. Amount requested from the State is $16,086.00 and the
matching funds from the County will be $4,500.00. Commissioner O'Meara moved
to approve and sign the certificate of availability of matching funds. Commis-
sioner Mercer seconded the motion. Unanimous.
Resolution No. 8-81 re: Intent to Vacate portion of County Road
No. 16 traversing Thousand Trails parcel. Hearing will be held February 9,
1981 at 11:00 a.m. in the Commissioners' Chamber. Commissioner O'Meara moved
to approve and sign the resolution, Commissioner Mercer seconded the motion.

Commissioner O'Meara moved to approve and sign the
1981 as corrected. Commissioner Mercer seconded the
Mr. Haase, of the Federal Forest Service, appeared before the
Board to give a presentation on the Forest Service's position on the proposed
weed control district. He gave written information on the federal law;
federal regulations; state law; and the number of acres involved in Jefferson
County. He said that they have relatively small portions of land that abutts
agriculture land.
There were seven other persons present to hear information on the weed
control proposal. The 7 persons spoke requesting the Commissioners allow
time to find alternatives to the formation of a weed control district. They
are not against controlling the noxious weed but in creating a bureaucracy
that has not been sufficiently investigated. Commissioner Brown advised the
people present that the hearing was closed on January 5, 1981 and anything
they say or submit will not be used as additional testimony. Although the
hearing was closed the Board allowed those present to present their views.
Three letters were read from 1) Save the Resouces, 2) Marion Meecham, & 3)
Jeneen Haydon, in which all three letters were opposed to the use of chemicals.
After nearly 2 hours of discussion, Commissioner O'Meara moved to delay
the decision until further information on the ramification of the implementa-
tion of the weed control district can be obtained. Commissioner Mercer
seconded the motion. Commissioner Brown abstained.

Contract with S & T Construction for crush~rlg and stockpiling as
per bid award of December 9, 1980. The Board approved and signed the contract.
The Board signed the statement of cash on hand together with the
statement of receipts and disbursements from October 1, 1980 to December 31,
1980.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re: 1. Forest Practice Permit #FP-02-03437; Hjelvik. The Board
approved and signed a letter to Mr. Hjelvik noting the
provisions of the Jefferson County Recreation Vehicle Park
Ordinance requiring a 25 foot natural buffer to be maintained
around the perimeter of an R.V. park development.
2. Review of Final Short Plat:
a) #S27-79; Seton & Son Construction, Inc. Divide about 9
acres into 3 residential lots (3, 3.1, & 3.1 acres) located
at Tax 8 within Section 28, Township 30 North, Range 1 West
W.M., Subject to Easement. Lots will be served by individual
wells and septic systems. All required departments have
reviewed and signed the plat. Commissioner O'Meara moved to
approve and sign the final short plat, Commissioner Mercer
seconded the motion. Unanimous.
The Board recessed and reconvened Tuesday, January 20, 1981 to
continue regular business. All members were present.
Call For Bids. Construction of a metal clad building located in
the Hadlock area. Bids will be received until 10:30 a.m., February 24, 1981
at which time they will be opened and publicly read. Commissioner O'Meara
moved to approve and sign the call for bids, Commissioner Mercer seconded the
motion. Unanimous.
Chris Shea, Public Defender, appeared regarding his 1981 contract
that has not yet been signed. He proposes setting up an office with a
secretary and attorney on regular office hours. Mr. Shea feels that a C.E.T.A.
contract for the secretary can be obtained. The Board advised Mr. Shea to
write an addendum to the contract for their review.

1. The Board approved the Sheriff, Director of Emergency Services,
to proclaim a state of emergency for Jefferson County from
the flood conditions resulting in wide spread destruction and
damage to public property.
Building re: 1. Interlocal agreement with Kitsap County regarding assistance
in providing plan reviews and building inspections on certain repairs and
improvements to the Hood Canal Bridge in order to insure compliance with the
Uniform Building Code.
