Bragg M I NUT E S Week of February 2, 1981 10:00 a.m. Meeting called to order by Chairman B. G. Brown with all members present. Minutes. Commissioner O'Meara moved to approve and sign th~ minutes of January 26, 1981, Commissioner Mercer seconded the motion. Unanimous. Hearing. petition for Replat; Chima cum Creek Estates, Division II, Lot "B". The proposal is to alter the plat by removing the use designa- tion of Lot "B". John Picket, property owner was present and had no objec- tions. The Planning Department recommends approval subject to 5 conditions. After reviewing the proposal and the conditions, Commissioner O'Meara moved to approve the replat as recommended. Commissioner Mercer seconded the motion. Unanimous. A resolution will be drafted. EdMct,tinn appeared to complain of garbage being dumped on his property. Mr. MctUnn explained that he has tried to eliminate the problem but has failed. He requests the County post signs against dumping. Commissioner O'Meara moved to sign the letter to Assessor Jack Westerman III requesting his staff prepare an appraisal of the property Mr. Lange proposes exchanging with the County. Commissioner Mercer seconded the motion. Unanimous. Dootson Properties, Inc. for the Olympic Testing Labs at Quilcene. Planning Department Director Goldsmith reviewed the past events up to todays meeting. The Board read a letter from Dootson Properties, Inc. requesting the County withdraw the suspension of Building Permit #804 contingent upon they proceed at their own risk that an occupancy permit will be issued for the stipulated use. They feel that to stop the project at this time would result in undue financial hardship. The Planning Department outlined information required for the proposed project. Also reviewed was the Environmental Check- list Amendments. Goldsmith explained that A M Test, Inc. is doing a chemical analysis on the chemicals that will be used in the plant but the final report has not been received. The people opposed to the project argued that it will be a detriment to the environment concerning water and noise pollution. They also feel it is inconsistant with the County Comprehensive Plan and should be in an industrial area closer to Port Townsend. They complained of the lack of public notice on this project. Those in favor stated that the pollution in the creek and Quilcene Bay is primarily from single family dwellings and the proposed project would not pollute the water any more than it is already. After nearly two hours of discussion, Commissioner O'Meara moved to allow the building permit to go into effect only to complete the closure of the building so the unused lumber can be stored. All building will be at the risk of the proponents should the proposed project not be approved. Commis- sioner Mercer seconded the motion. Unanimous. Until the requested information is received there will be no further action. BUSINESS FROM COUNTY DEPARTMENTS: Public Works reo 1. Emergency log jamb removal, Queets River Bridge. A log jamb on the center pier of the Queets River Bridge has reached a size that endangers the safety of the bridge. BUSINESS FROM COUNTY DEPARTMENTS: Planning reo 1. Shoreline Management Substantial Development Permit: a) #16-80; Phillip Boling. Add a 5 x 50 foot float with support pile to an existing pier, ramp, and float facility. Mr. Boling's application included a 24 x 40 foot roof for boat cover however, the Department of Natural Resources does not permit covered boat houses on second class tidelands and beds of navigable waters fronting those tidelands. Commis- sioner Mercer moved to approve the permit without the roof Commissioner O'Meara seconded the motion. Unanimous. Call for Bids. Commissioner O'Meara moved to recall for bids on cleaning, replacement, repair, and painting the West-end Annex at Clearwater. Bids will be received until 10:00 a.m., February 17, 1981 at which time they will be opened and publicly read. Commissioner Mercer seconded the motion. Unanimous. Resolution No. 12-81 reo Order of Plat Alteration for Chimacum Creek Estates, Division II. Hearing was held yesterday. Commissioner O'Meara moved to approve and sign the resolution, Commissioner Mercer seconded the motion. Unanimous. Resolution No. 13-81 reo Impact of Inventory Phase-out for Jefferson County. The Board promotes Legislation to except standing timber on State Land from the definition of inventory under R.C.W. 82.02.443. Com- missioner Mercer moved to approve and sign the resolution, Commissioner O'Meara seconded the motion. Unanimous. Resolution No. 14-81 reo Establishment of County Roads. The resolution establishes all roads that have not been formally established in the past. Commissioner O'Meara moved to sign the resolution, Commissioner Mercer seconded the motion. Unanimous. Request to use the Memorial Field for a "Classic Car Show" was received from the Dr. Clayton Schail Orthopedic Guild. The date is May 2, 1981. Commissioner O'Meara moved to approve the request, Commissioner Mercer seconded the motion. Unanimous. Commissioner O'Meara moved to approve compensation for the Board of Equalization at $50.00 per day plus travel expenses. Also approved was $5.00 per hour for the secretary of the Board of Equalization and Civil Service. Commissioner Mercer seconded the motion. Unanimous. Agreement & Addendum with the ClallamjJefferson Public Defender was approved and signed by motion of Commissioner O'Meara, seconded by Commissioner Mercer. Unanimous.
