MINUTES
Week of
March 9, 1981
10:00 a.m. Meeting called to order by Chairman B.G. Brown, with all members present.
Personnel Policy Meeting: Representatives of non-union employees from each depart-
ment met to review and discuss changes to the personnel policy compiled by Bill Howard following
the meeting last week. Mr. Howard will do some further checking on regulations governing this
policy before any revisions are finalized.
Jim Cotton reported to the Board that he has received another request from the
Farm Home Administration for confirmation of surfacing of lateral streets in the Chalmers
Addition to Irondale. Specifically in question are Kim and Foster Streets. The Board will
determine when these streets are scheduled to be surfaced and will advise the Farm Home
Administration by letter.
The Board read a copy of the contract with D.D. Peterson for work to be performed
on the Clearwater Annex and a letter from Northwestern National Bank confirming $6,650 being
held in an account available to Jefferson County which is offered in lieu of a bond on the
project. It was moved by Commissioner O'Meara and seconded by Commissioner Mercer that the
contract be approved and signed and that the escrow account be accepted in lieu of a bond.
Unanimous.
The Board acknowledged notification from the Washington State Department of
Transportation that WSDOT has withdrawn approval of Jefferson County's Certification Acceptance
status effective March 4, 1981. Present and future projects will be administered by WSDOT.
A request for use of Memorial Field May 9-17, 1981 for Rhododendron Festival
activities was considered. Feasibility of this request will be checked with Warren Steurer
before permission is granted.
A request from the U.S. Department of Agriculture Forest Service, Olympic National
Forest for written assurance that any sale of tax-foreclosed property outside the city limits
will be subject to recorded easements to the United States was referred to the Prosecuting
Attorney for a response.
A notice from Archeology and Historic Preservation Office informed that funding
may not be available for renovation of the courthouse due to major cuts in Federal spending.
However, they urge that the funding proposal still be developed and submitted no later than
April 16, 1981. Therefore, the Board considered the estimates for architectural design of
the third-floor renovation submitted by:

Following discussion of each estimate, Commissioner O'Meara made a motion to contract with
Johnston, Hunt and Roline to complete the design, based on their ability to meet the criteria
within the time limit and their lower fee. Commissioner Mercer seconded the motion. Unanimous.
Ed Darden will see that a contract is prepared.
Hearing: Intent to Vacate portion of County Road No. 16 traversing Thousand Trails
parcel. Since all principals in the matter may not have been notified of this hearing date,
Commissioner O'Meara moved that the hearing be rescheduled for March 23, 1981 at 2:00 p.m.
Commissioner lIercer seconded the motion. Unanimous.
Bob Hays presented a copy of the February 25, 1981 minutes of the Hood Canal
Advisory Commission which requests that the Jefferson County Commissioners communicate with
the State Fisheries Commission urging that regulations on commercial bottom fishing be made
uniform for both north and south of the Hood Canal Bridge and that only one area be designated
for commercial bottom fishing. The Board agreed to review correspondence received on this
matter last week and report any action to be taken on March 16, 1981.

reo S.E.P.A. Final Threshold Determination: Ray Lundgren & Associates.
The Board reviewed a Final Declaration of Non-Significance for construction
of a beer distribution warehouse. Commissioner Mercer moved that declaration
be approved and signed. Commissioner O'Meara seconded the motion. Unanimous.
Request for Current Use Assessment - Timberland: Russell Tillman. It was
determined that this request meets the criteria of the Open Space Policy of
the Jefferson County Comprehensive Plan. It was moved by Commissioner Mercer
that the request be approved subject to 2 conditions set by the Planning
Department. Commissioner O'Meara seconded the motion. Unanimous.
Water Service Bond: Thousand Trails, Inc. As a condition of final approval
of Thousand Trails short plat, a core water service system must be installed,
since lots are not large enough to permit individual wells. The expiration
date for short plat approval was February 28, 1981 and, therefore, Thousand
Trails, Inc. submitted a bond in lieu of installation of the water system.
Following discussion, Commissioner O'Meara moved that the Board refuse to
accept the bond in lieu of construction. Commissioner Mercer seconded the
motion. Unanimous. There was a consensus that the developer should be
informed that the Board will consider the following options at the request
of the developer: a)6 month extension on the short plat expiration, with
completion of the system, with State certification, within that period; or
b) acceptance of a $7,700 deposit to an escrow account upon submission of the
engineering plans for the system in lieu of construction.
S.E.P.A. Final Threshold Determination: James P. McCarron. After review,
Commissioner Mercer moved to approve and sign the Final Declaration of
Non-Significance. Commissioner O'Meara seconded the motion. Unanimous.
Shoreline Management Permit Application: James P. McCarron. Per the
recommendation of the Planning Department, Commissioner Mercer moved that
application for construction of a stairway, sun deck and dry storage area
on the east shore of Discovery Bay be approved. Commissioner O'Meara
seconded the motion. Unanimous.
Army Corps Public Notice #07l-0YB-l-00704l: Leonard Pederson. It was
moved by Commissioner O'Meara that the Corps be notified that there is
no objection. The motion was seconded by Commissioner Mercer. Unanimous.
Shoreline Development Permit Extension: Jefferson County Department of
Public Works #18-76, Hoh River Bridge. The permit will expire May, 1981,
but work is not completed. Commissioner Mercer moved to approve an extension
of one year. Commissioner O'Meara seconded the motion. Unanimous.

re: URS Consultant Agreement: Queets River Bridge, CRP 486. Commissioner
Mercer moved that Attachment C of the agreement, Certification of Agency
Official, be signed and that the agreement then be sent to URS for signature
before being returned for full execution by the Board. Commissioner O'Meara
seconded the motion. Unanimous.
Supplement to Detour Agreement, SR 104 and South Point Ferry Terminal.
After examining the plans provided by the Department of Transportation,
Commissioner Mercer moved that the supplement to the original agreement
(which was signed on February 23, 1981) be approved and signed. Commissioner
O'Meara seconded the motion. Unanimous.
Contract for Hadlock Shop Building: Amdal Construction. It was moved by
Commissioner O'Meara that the insurance certificate/bond be accepted and
that the contract be approved and signed. Commissioner Mercer seconded the
motion. Unanimous.
Annual Certification to County Road Administration Board. Commissioner Mercer
moved that the certification be approved and signed. Commissioner O'Meara
seconded the motion. Unanimous a

Teamster Union representatives met with the Board to discuss insurance for the

Shoreline Management Permit Application: Jim Coombs, Pleasant Harbor, Inc.;
Condominium construction on Black Point, north shore of Pleasant Harbor. Following a staff
report by Tom Aumock and David Goldsmith, conditions for approval were amended as follows:
Item 1/1 amended to read: The access road serving Units "A" through "D" shall not be a
dead-end roadway unless engineering justification against a through-street is provided
to Jefferson County and approved by the Director of Public Works.
Item #45 added: Prior to construction, a mutually satisfactory arrangement will be
reached between Pleasant Harbor, Inc. and the Washington State Parks & Recreation
Commission for future use and maintenance of the Pleasant Harbor State Park access road.
Commissioner O'Meara made a motion to accept the findings and that the substantial development
permit be issued subject to conditions of permit approval stated in the staff report as
amended. Commissioner Mercer seconded the motion. Unanimous.
The Board approved travel expenses for Planning Commission members Norris Short,
Dorothea Harrington and George Burkhart to attend a meeting in Yakima April 1-3, 1981.
