10:00 a.m. Meeting called to order by Chairman B.G. Brown, with all members present.
Health Department Insurance: Gael Stuart delivered a letter from Homer Smith
Insurance Company regarding expiration of Health Department equipment/furniture and professional
and premises liability insurance on May 1, 1981. The letter included a reco~Eendation to increase
coverage. Based on his investigation of the matter, Mr. Stuart recommended that the professional
coverage for the medical officer be increased to $500,000, with a "hold harmless" clause included
in the policy, which would permit cancellation of the malpractice insurance now carried for the
medical officer. This increased coverage and "hold harmless" clause would protect the officer
from suit as well as the malpractice insurance, and would result in a savings of $1,800 per year
in premiums. Commissioner O'Meara made a motion to authorize Mr. Stuart to negotiate the new
insurance policy with Homer Smith Insurance. Commissioner Mercer seconded the motion. Unanimous.
Historical Rehabilitation and Restoration, Jefferson County Courthouse: David
Johnston and Ed Darden met with the Board to discuss renovation plans and the contract with
Johnston, Hunt and Roline for architectural design of the project. A tour of the building
facilitated discussion of specific plans. Input from the various departments involved is being
considered. The Board questioned whether the contract would have to be renegotiated in the event
an Archaeology'&: Historic Preservation Grant is not received and construction must be postponed
and/or scaled down. Mr. Johnston indicated that there would probably be no additional fees unless
it becomes necessary to redraw plans. Commissioner O'Meara moved to sign the contract with
Johnston, Hunt and Roline. Commissioner Mercer seconded the motion. Unanimous.
Tri-Area Community Center Plans: David Johnston presented possible revisions to the
plans for the Center addition for discussion. Revisions are still being considered in order to
bring construction costs down to the amount allocated for this project.
Housing Rehabilitation Grant Nos. B-78-DN-53-0049 and D-78-DN-53-0030, State
Examination Formal Finding: In a letter dated February 6, 1981 which was not received until
March 12, 1981, H.U.D. reported finding number one requiring action: "Client delinquent
personal property taxes were charged to the grant." Peter Simpson explained his telephone and
written communication with the Seattle H.U.D. office prior to receipt of the letter, stating
that it is his belief that the situation has been cleared up with his letter of March 10, 1981
outlining the Board-approved policy of making loans for back taxes when established criteria is met

Commissioner Mercer seconded each motion. Unanimous.
S.E.P.A. Threshold Determination: Trans Mountain Oil Pipeline Company: The
Board examined the Proposed Declaration of Non-Significance for exploratory
drilling of 20 test holes in Admiralty Inlet and Oak Bay. Tom Aumock reviewed
details and mitigating measures and amendments. Commissioner Mercer moved to
approve and sign the Declaration including mitigating measures and amendments.
Commissioner O'Meara seconded the motion. Unanimous.

Works
reo S & T Construction Contract, Crushing and Stockpiling, CRP 494: The Board
read a letter from Gary Rowe to S & T Construction stating that the completion
deadline has been extended by 20 days, to April 20, 1981, and that liquidated
damages will be assessed for work not completed by that date. Following
discussion, it was decided that the Public Works Department will investigate
the feasibility of ordering an additional 2,000 tons for the Hadlock site and
1,500-1,750 tons for the Brinnon site.
Hood Canal Bottom Fishing: Following a survey of correspondence, petitions, and Hood
Canal Advisory Commission minutes received regarding regulations on commercial bottom fishing
north and south of the Hood Canal Bridge, a letter was forwarded to the State Director of
Fisheries endorsing the Advisory Commission's concept on this matter.
The Board recessed and reconvened Tuesday, March 17, 1981 to conduct regular business.
All members were present.
Fuel Management System: At the request of the Board, Bruce Odegaard, Dickinson
Equipment, provided information on the Gasboy Keytrol system. This system would permit accurate
and immediate accounting of gasoline pumped into County vehicles. Each authorized employee would
use an access key which would automatically meter gasoline pumped and provide a running department
total. Cost for recommended equipment would be $1,079.70 for the pump, $43.90 for the nozzle,
$1,304.00 to $1,622.00 for the key control, $12.90 for 230 volt operation, $102.00 for each pulse
transmitter.
Bid Opening: The following bids for removal of cold-decked timber at the Irondale
County Park were opened and read into the minutes:

Commissioner O'Meara moved that the bid from Earl Woodley be accepted for 82% for the County,
18% for the contractor. Commissioner Mercer seconded the motion. Unanimous. A $100 cash bond
was accepted against completion of the job and deposited in suspense fund, Treasurer's Office.
Executive Session: The Board met with the Prosecuting Attorney and the Planning
Director regarding the Ken Murray project.
County Insurance: Homer Smith reminded the Board that the insurance policy for the
County e~pires March 22, 1981. Mr. Smith suggested obtaining bids from several companies who are
interested in underwriting the County policy, and Commissioner Mercer moved to grant Mr. Smith
permission to negotiate and accept the bid which is most advantageous to the County. Commissioner
O'Meara seconded the motion. Unanimous.
Administrative Services' Contract, Jefferson County Health Department: Commissioner
Mercer moved to approve and sign the contract with Gael Stuart, to become effective June 1, 1981.
Commissioner O'Meara seconded the motion. Unanimous.
Corrected Statutory Warranty Deed, Jefferson County to M.L. and Bertha Lee Anderson:
On the recommendation of the Prosecuting Attorney, Commissioner O'Meara moved that the corrected
deed be signed. Commissioner Mercer seconded the motion. Unanimous.
West Valley Road, CRP 476, Report on Engineering Alternatives: The Board read this
report from the Public Works Department. Further consideration will be given to this matter.
Hearing Notice: Petition for Vacation of streets, alleys, lots and blocks in Junction
City Plat; Art Freeman: Commissioner O'Meara made a motion to set the hearing for April 27, 1981
at 10:30 a.m. Commissioner Mercer seconded the motion. Unanimous.
Hearing Notice: Petition for Vacation of alley within Block 29, Chalmers 2nd Addition;
Daryl F. Hedman: Commissioner Mercer moved to set a hearing date on April 27, 1981 at 10:00 a.m.

Potential for Jefferson County Airport Meeting FAA Criteria: George Yount informed
the Board that the FAA and the Devision of Aeronautics, State Department of Transportation would
be willing to provide technical consultation and funding for a general utility category airport
that meets FAA criteria if the Port of Port Townsend and Jefferson County are committed to the
comprehensive plan calling for a regularly scheduled air service at some time in the future.
Mr. Yount requested the Board's assistance in one last effort to resolve the airport matter.
Options and alternatives were discussed. The Board will respond the week of April 6-10, 1981.
Resolution 24-81: Hearing Notice: Jefferson County Emergency Medical Services
Proposed Budget Establishment: Commissioner O'Meara made a motion to set a hearing date of
March 23, 1981 at 10:30 a.m. Commissioner Mercer seconded the motion. Unanimous.
Call for Bids: One used pneumatic tired tractor with front-end loader and backhoe:
Commissioner Mercer moved that the bid opening be scheduled for April 7, 1981 at 10:30 a.m.
Commissioner O'Meara seconded the motion~ Unanimous.
Board/Commission Reappointments: The Board reviewed reappointments as follows; in
each case, Commissioner O'Meara moved to approve reappointment and Commissioner Mercer seconded
each motion. Unanimous.
