Bragg M I NUT E S Week of April 27, 1981 10:00 a.m. Meeting was called to order by Chairman B.G. Brown, with all members present. Hearing; Petition to Vacate Alley, Chalmers 2nd Addition, Irondale; Daryl F. Hedman: The hearing was opened, and Ed Darden reviewed the findings. There were no objections, but the Public Works Department and the Planning Commission recommended that utility and storm drainage easements be retained. Mr. Hedman appeared on his own behalf. No one else appeared to speak for or against the vacation, and the hearing was closed. Commissioner Mercer seconded the motion by Commissioner O'Meara to approve the vacation, with easements retained, and to sign Resolution No. 43-81. Unanimous. Dosewallips River Flooding: The Board read a letter from the Lazy C Club requesting that the Board request remedial measures be taken by the Corps of Engineers to prevent further destruction by flood water from the Dosewallips. Commissioner O'Meara reported that he and Corps engineers toured the area on 4/22/81 in order to collect information. The Corps will complete their study on the possibility of diking the area in about three months and report on specific action to be taken. They are aware of the urgent need for action. Hearing; Petitions to Vacate, Junction City Plat; K.I. Nelson and A.E. Freeman: The hearing was opened with a review of the Plat, the findings and recommendations by Ed Darden. Mr. Freeman attended, but no one else appeared to speak for or against. There were no objections from public agencies and the Planning Commission recommended approval. The hearing was closed, and Commissioner Mercer made a motion to approve the vacations and sign Resolution No. 44-81. Commissioner O'Meara seconded the motion. Unanimous. Inquiry re: Sale of Cold-decked Timber: Douglas Decker asked about future sales of timber. Commissioner Mercer suggested that he leave his name and address so that he can be notified when sales are scheduled, which will not be until the market improves. Request for Street Light at County Roads 18 and 14 Intersection: Ralph Thierault appeared before the Board to report that this intersection is very dark and fairly heavily traveled at night due to meetings at the VFW and Masonic Halls, which creates a dangerous situation. The Board suggested trying reflectors on stakes along the road first, and agreed to instruct the Public Works Department to put up reflectors. Approval of Minutes: Commissioner Mercer seconded the motion by Commissioner O'Meara to approve the minutes for the week of 4/20/81. Naming of Roads in Planning Area #5: Chairman's signature, a response to a letter Chief, District #5 regarding community input The Board drafted, for the from Donald W. Sandhop, Fire in naming roads in their area. 1981 Appropriate Technology Grant Proposal: At the request of Greg Wright, Bayshore Enterprises, the Board sent a letter of support for this grant proposal for additional funding for the Jefferson County Recycling Proj ect. VOL 7 PAGE 01304 Minutes, Week of April 27, 1981 Page 2 Business from County Departments: Public Works re: Bid Call: Commissioner O'Meara made a motion to approve and sign the call for bids for line striping in Jefferson County for the year 1981. Commissioner Mercer seconded the motion. Unanimous. Planning re: Final Short Plat Approval; Robert Gilbert, #Sll-80: Ed Darden reviewed the short plat and approvals. Commissioner Mercer made a motion, seconded by Commissioner O'Meara, to approve and sign the short plat. Unanimous. Final Short Plat Approval; Ellis Short Plat, Lyman Corp., #S16-80: Ed Darden discussed the location and restrictions which have been imposed by the Health Department, i.e. the land is not suitable for septic systems. Commissioner Mercer seconded the motion by Commissioner O'Meara to approve and sign the final short plat with all restrictions on face of plat. Unanimous. Thousand Trails Certificate of Occupancy: Peter Buck and Einar Gunderson represented Thousand Trails, Inc. at this meeting. Dave Goldsmith reported that the County had received notice that Thousand Trails had com- plied with the conditions of the building permit, was ready for inspection, and is requesting a certificate of occupancy. The County Departments with jurisdiction (Planning, Public Works, Environmental Health, Building) inspected the site and reviewed the conditions, and Mr. Goldsmith reported the consensus that all conditions have been complied with and the recommend- ation that a certificate of occupancy be issued for the first eighty camp- sites. commissioner Brown stated that he had received two phone calls from individuals claiming that conditions 4, 10, 11, 34, 36, 41, 48, 66, 67 and 69 have not been met. Each of these conditions were reviewed, and in each case, except 34, it was shown that Thousand Trails has complied. Part of condition 34 requires personnel trained to use fire fighting equipment and methods; although personnel has been trained, there was a question as to whether they were certified by the state and/or local authorities. Mr. Buck pointed out that they have met the condition as it was written, but that they are willing to provide additional training and/or certification if required. He also asked to be informed specifically what standard or certification their personnel will be required to meet, and that the certificate of occupancy be issued on the condition that the standard will be met. If necessary, they will bring in an employee who already meets the standard until the resident personnel are certified. Following discussion, the Board informed Mr. Buck and Mr. Gunderson that they would accept certification of fire fighting personnel from Bob Jones, Port Townsend Fire Chief, for com- pliance with that part of condition 34. Adjacent property owners who attended the meeting objected to not being informed earlier that the review preparatory to issuing the certificate of occupancy was in process. Commissioner Brown stated that, at this stage of the process, the County Department heads are charged with inspection and evaluation as to whether conditions have been met. Commissioner O'Meara moved to issue a certificate of occupancy for the first eighty campsites contingent on certified fire- fighting personnel being on the premises to operate fire fighting equipment. commissioner Mercer seconded the motion. Unanimous. Nomination to Puget Sound Health Systems Agency Board: Commissioners Brown and O'Meara signed a letter nominating Commissioner Mercer for reappointment as a member of the P.S.H.S.A. Board. Resolution No. 42-81: resolution for appropriation O'Meara seconded the motion. Commissioner Mercer of funds for CRP 504, Unanimous. moved to sign this striping. Commissioner Petitions for property Tax Refund (2); Pacific Lumber & Shipping Co.: Both petitions had been certified by the County Assessor and Treasurer, and Commissioner O'Meara made a motion to approve both petitions, seconded by Commissioner Mercer. Unanimous. The Board recessed, and reconvened on Tuesday, April 28, 1981 to conduct regular business with all members present. VOL 7 PAGE 01305 '.. ') ,. Machinery (new) 106,059.59 By formal motion, the Board referred the bids to the Engineer for evaluation. upon receiving the recommendation of the Engineer, Commissioner O'Meara made a motion to award the bid to the low bidder, Howard Cooper, for the new scraper, subject to approval by the funding agency, Department of Ecology. Commissioner Mercer seconded the motion. Unanimous. Bid Opening; Filter Fabric for Sub-Grade Restraint on CRP 469: The following bids were opened and read into the minutes: Bid Total (per square yard) *$ Synflex Northwest English Steel H.D. One Way Construction (Engineer's Estimate: $1.05) *the only bid which was not for "in place" Commissioner Mercer seconded the motion by Commissioner O'Meara to refer the bids to the Engineer for evaluation and recommendation. Commissioner Mercer Liquor License Application; South Point Tavern: Following discussion with Randy Durant and the principles involved in the application, Commissioner O'Meara made a motion, seconded by Commissioner Mercer, to disapprove the application until such time as the water system complies with County Health Department requirements. Unanimous. Agreement with McBride Fence Co.: this contract for chain link fence at the seconded the motion. Unanimous. Commissioner O'Meara moved to sign Hadlock Shop. Commissioner Mercer Transition of CETA position to Unsubsidized Position; Multi-Services Building Maintenance Department: Commissioner O'Meara made a motion, seconded by Commissioner Mercer, to sign Resolution No. 45-81 per motion of April 13, 1981. Commissioner Brown was not in favor. Personnel Policy Meeting: The Board met with representatives of non-union County departments to further discuss changes to the personnel policy.
