10:00 a.m. The meeting was called to order by Chairman B.G. Brown, with
all members present.
Bid Opening; One Used Pneumatic Tired Tractor with front-end loader
and backhoe: The following bids were opened and read into the minutes:

Commissioner O'Meara made a motion to refer all bids to the Engineer for
evaluation and a recommendation. Commissioner Mercer seconded the motion.

Contract; Quarry Rip Rap, Quilcene Quarry Site; One Way Construction:
Commissioner Mercer seconded the motion by Commissioner O'Meara to sign
this contract. Unanimous.
Gardiner Street Names: Mrs. Dent and three other Gardiner residents
appeared before the Board to request that street signs to be put up in
Gardiner conform to names selected at a community meeting of Gardiner
residents. Gary Rowe stated that the Public Works Department is agreeable
to this plan. Specific names were discussed. Commissioner O'Meara
seconded the motion by Commissioner Mercer to approve the road names and
to sign Resolution No. 51-81. Unanimous.
Approval of Minutes: Commissioner Mercer made a motion, seconded
by Commissioner O'Meara, to approve the minutes for the week of 5/4/81.
Resolution No. 52-81; Order to Vacate Portion of County Road No. 16
Traversing Thousand Trails Parcel: Per the approval by the Board of the
road vacation on 3/23/81, Commissioner Mercer moved to sign the order to
vacate. Commissioner O'Meara seconded the motion. Unanimous.
Liquor Licenses: Commissioner O'Meara made a motion for Chairman
Brown to sign approval of three special occasion license applications
for the Harbor Master Restaurant. Commissioner Mercer seconded. Unanimous.
The Board recessed to attend a Regional Council meeting, and
reconvened on Tuesday, May 12, 1981 to continue regular business with all
members present.
Bid Opening; Traffic Line Striping for 1981: The following bids
were opened and read into the minutes:

By formal motion, the bids were referred to the Engineer for a recommend-
ation. Following review, the Engineer recommended KASPAC, and
Commissioner O'Meara made a motion, seconded by Commissioner Mercer, to
award the bid to KASPAC.
Approval of Bills: The Board approved and signed April bills for
payment in May.
Courthouse Renovation; PUD Office Space: Ed Darden, Dick Kint, and
Dave Johnston discussed the cost of present plans for the PUD office,
which would run approximately $23,000. The PUD contribution would be only
$4,000, although Mr. Kint stated that he will try for additional funds and
revise plans to reach a lower cost figure. Mr. Kint indicated that he
anticipates the PUD occupying space in the courthouse for only three to
four more years. Mr. Johnston stated that costs would decrease appreciably
if such items as doors and woodwork were not done in keeping with existing
wood in the courthouse and if some items such as carpeting were eliminated.

Resolution No. 50-81; Hearing Notice, Proposed Budget Appropriation,
Sheriff's Department: Commissioner O'Meara made a motion, seconded by
Commissioner Mercer, to approve and sign this resolution.
Letter to NCR: By formal motion, the Board approved Chairman Brown
signing a letter to the NCR Chairman of the Board regarding the problems
and delays with NCR in implementing the IFMS system.
Invoice Vouchers for Rental of Office Space: By formal motion, the
Board approved Chairman Brown signing the certification on these vouchers
for rent from Adult probation and Parole and the Department of Labor and
Industries.
Courthouse Closure: Commissioner O'Meara made a motion, seconded by
Commissioner Mercer, to authorize closing the courthouse from 2:30 p.m. to
4:30 p.m. on 5/15/81 for the Rhododendron Festival Kiddies' Parade.
Commissioner Brown voted against.
At 12: 00 noon on 5/12/81, Commissioner Mercer left to attend .an
out-of-town meeting.
NACO Deferred Compensation Plan: Bill Laney and two other repre-
sentatives from PEBSCO Northwest gave a presentation to the Board and other
interested elected officials and employees regarding this supplemental
retirement plan.
Contract for Procurement of Water for the West End Courthouse Annex:
Commissioner Brown and Commissioner O'Meara signed this agreement with
James R. and Gloria Jean Brannon.
BUSINESS FROM COUNTY DEPARTMENTS:
Building re:
Repairs to West End Annex: Jack Padia met with the Board
to discuss his letter which states items which must be
corrected and completed before final inspection and approval
of the West End Annex. The Board noted that some of the
items listed do not relate to the D.D. Peterson contract
which cannot be paid until Mr. padia approves the contract
work. Mr. padia will contact Mr. Peterson, inform him of
deficiencies in contract work, and notify the Board when
he has approved the contract work. Other items will be
dealt with separately. (5/11/81)
Planning re:
CUrrent Use Tax Assessments; Cl-81, Myrtle I. Smith; C3-81,
John Dexter Nielson, et a1; C4-81, William & Katherine
Goodhue: Ed Darden made a verbal and written presentation
on each of these and stated that the Planning Commission
recommends approval of all three applications. Commissioner
Mercer made a motion, seconded by Commissioner O'Meara to
approve each application subject to conditions as recommended
by the Planning Commission. Unanimous. (5/11/81)

Invoice Voucher; DSHS Contract Jt3024-BQG-27260: Commissioner
Mercer made a motion to approve the Chairman signing
certification of this voucher for services rendered 1/1/81
through 4/30/81. Commissioner O'Meara seconded the motion.

Treasurer re: petition for Property Tax Refund; All City Auto Body:
Commissioner O'Meara moved to approve the refund of $11.57.
Commissioner Mercer seconded. Unanimous. (5/11/81)
