10:00 a.m. Chairman B.G. Brown called the meeting to order, with all members
present.
Hearing: Petition for Vacation; Rights-of-Way 16, 17 & 60, Kenneth
M. Brooks: Chairman Brown re-opened this hearing which was continued from
4/13/81. Ed Darden used visual aids to illustrate the location of these
rights-of-way and private easements and roads, based on his research. Mr.
Darden then suggested that each of the rights-of-way be considered separately.
Mr. Brooks appeared on his own behalf, and 5 other people appeared. Concern
was expressed that these vacations would cut off access to adjacent property,
but it was determined that no private easements or roads would be affected.
Following some additional discussion, Chairman Brown closed the hearing and
asked for the wishes of the Board. Commissioner Mercer made a motion to
vacate only the portions of County road rights-of-way 16 and 60 as described.
Commissioner O'Meara seconded the motion. Unanimous.
Hearing: Proposed Budget Extension, Sheriff's Department: Chairman
Brown opened the hearing and invited comment. No one appeared to speak for
or against this extension to cover expenses for jail dispatcher which are
necessary in order to meet Jail Commission requirements. The hearing was
closed and Commissioner Mercer moved to approve the budget extension and sign
Resolution 56-81. Commissioner O'Meara seconded the motion. Unanimous.
Soldiers and Sailors Relief Fund: Commissioner O'Meara made a motion,
seconded by Commissioner Mercer, to approve and sign the application for
assistance for $30.00 paid to Michael T. Simonsen. Unanimous.
Advance Travel Expenses; Fire District *3: Commissioner Mercer
seconded the motion by Commissioner O'Meara for the Chairman to approve and
sign this request for funds to cover travel expenses related to picking up
a new fire truck in Montana. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning re:
SMSDP *14-80, Ken Murray: The original permit application
included construction of a bulkhead, as well as a boat ramp
and storage facility. However, when the permit was denied,
it was intended to deny everything except the bulkhead.
Therefore, the permit application has been revised to
separate the bulkhead from the rest of the proposed construction.
Commissioner O'Meara moved to revise the permit determination
to allow construction of the bulkhead. Commissioner Mercer
seconded the motion. Unanimous.
Treasurer re: Leave of Absence; Mary Rempfer: Commissioner O'Meara moved,
with a second by Commissioner Mercer, to approve this leave
of absence with stipulations as stated in the written request.
Unanimous.
Final Inspection of Courthouse Annex Improvement: Jack Padia reported
to the Board that, per inspectlon on 5/14/81, all items pertaining to the
Peterson and Son contract have been satisfactorily completed. Mr. Padia also
recommended to the Board that the hot water heater at the annex should be

replaced, or at least serviced, because the diodes in the water heater are
not filtering out minerals as they should, and this is part of the problem
with the iron in the water. Commissioner O'Meara moved, with a second by
Commissioner Mercer, to accept the Peterson and Son contract for work on
the annex as complete. Unanimous.
Ordinance for Tax on Lodging at Hotels, Motels and Similiar Places:
Commissioner O'Meara made a motion to set the hearing date for this proposed
ordinance for 10:30 a.m., 6/15/81, and to publish the notice and ordinance
for 2 weeks prior. Commissioner Mercer seconded the motion. Unanimous.
Resolution No. 57-81: Commissioner O'Meara made a motion, seconded
by Commissioner Mercer, to approve and sign this resolution establishing a
deferred compensation plan for Jefferson County employees. Unanimous.
A memo to County department heads was drafted informing them of a meeting
to explain the plan on 6/4/81 at 10:00 a.m.
Approval of Minutes: Commissioner Mercer seconded the motion by
Commissioner O'Meara to approve and sign the minutes for the week of 5/18/81.
Unanimous.
DSHS Contract Amendment; Bayshore Bakery: Ella Sandvig and Pat
Slavin presented this amendment to increase Developmental Disabilities
Contract *AGG-1033-28297 to cover purchase of equipment and necessary
construction at the Port Townsend Baking Company. Commissioner O'Meara
seconded the motion by Commissioner Mercer for the Chairman to sign this
amendment. Unanimous.
Remodeling of PUD Office Space in Courthouse: Dick Kint presented
the PUD Commission's proposal to pay $10,000 for a lease of up to 5 years,
to which the County would add $6,000 to make up the $16,000 remodeling costs
for the office space. This proposal is contingent on the PUD being able to
occupy the remodeled space by the first of July. Mr. Kint stated that he
doubts the PUD will occupy the space more then 4 years, but they would want
the option to use it up to 5 years. Following discussion, it was agreed
that the County will accept a $10,000 prepayment of rent from the PUD and
guarantee them the use of the office space for 5 years; that the County will
have the office space remodeled, for a cost of approximately $16,000; that
the PUD will be charged rent at the rate of $4.50 per square foot per year
(approximately $2,362 per year) and that this rent will be charged against
the $10,000 until the prepayment is exhausted, after which time the PUD
will resume rent payment at the $4.50 per square foot rate as long as they
occupy the space, up to 5 years. Commissioner O'Meara made a motion to
accept the PUD proposal on this basis and Commissioner Mercer seconded the
motion. Unanimous.
Liquor License Applications: Commissioner Mercer made a motion for
the Chairman to sign approval of 3 special occasion licenses for the
Harbormaster Restaurant and 1 beer and wine license for the Thousand Trails
Store, as well as to approve license renewals for 18 County businesses.
Commissioner O'Meara seconded the motion. Unanimous.
Bid Re'ection; Replacement at West End Annex: Commissioner
O'Meara made a mot~on to reJect t e on y ~d rece~ved from McManemy
Plumbing co., Inc.) at the 5/18/81 bid opening. Commissioner Mercer seconded
the motion. Unanimous.
Interagency Agreement; CRP 469, Bishop-McGuire Road; Clallam County:
Commissioner Mercer seconded the motion by Commissioner O'Meara to approve
and sign this agreement for Clallam County to provide 1 Drott and 1 operator
to perform work as specified on CRP 469. Unanimous.
