Brown called the meeting to order, with all members present. Gibbs Lake Road Traffic Problems: Michael Sweet and other residents on this road appeared before the Board to request that more visible road signs be posted on this road and that "speed bumps" be installed in order to alleviate the problem of drivers speeding and vehicles going out of control. Two accidents occurred within twelve hours of each other a week ago. Residents fear not only for the drivers but for the eighteen small children who live on this road. The Board agreed to check with the Engineer's Office on this matter to see what is feasible and to write a letter to the Boy Scouts of America to request that they notify those who drive to the Boy Scout Camp at the top of the road about road conditions. Resolution No. 58-81; Budget Transfer, Planning Department: Commissioner O'Meara made a motion, seconded by Commissioner Mercer, to approve this budget transfer and sign the resolution. Unanimous. Agreement; Deferred Compensation Plan, NACO: Commissioner O'Meara moved to approve and sign this agreement setting forth the provisions of the plan. Commissioner Mercer seconded the motion. Unanimous. Contract Amendment; Mental Health Contract #1004-BGG-28070, DSHS: Commissioner Mercer made a motion, seconded by Commissioner O'Meara, to sign the amendment decreasing the amount of award and defining utilization of remaining funds. Unanimous. Hearing: Road Vacation Petition, Portion of Market street, Harris- burg Plat, Donna J. Camfield: Chairman Brown opened the hearing. Mr. and Mrs. Camfield attended. Ed Darden presented all information regarding this proposed vacation, and comment for or against was invited. No comment was voiced. Commissioner O'Meara made a motion to approve the vacation, subject to retention of a utility easement, and to sign Resolution No. 59-81. Commissioner Mercer seconded the motion. Unanimous. Approval and Signing of Bills: Per formal motion, the Board approved and signed May bills for payment in June. Clarification reo Vacation of County Rights-of-Way 16 and 60: Jack Germeau questioned the Board regarding whether the hearing on this vacation petition had been closed. Chairman Brown informed him that the hearing was closed on 5/26/81, and that, of the three rights-of-way listed on the petition for vacation, only two were vacated (#16 and #60). Ed Darden projected a map on the wall to show what was vacated and what was not vacated. There was also some discussion between the Board and Mr. Darden regarding the correct legal description to be incorporated into the resolution for the order of vacation of these rights-of-way, and Mr. Darden will confer with Glenn Bagley and provide a more complete legal description. Spraying of Blackberry Bushes: Emugene Matson appeared before the Board to request that the County spray to kill the blackberry bushes growing along the alley/road running behind her property in Irondale. The Board agreed to ask the Engineer's Office to have it sprayed again. Liquor License Application; Coyle Country Store: Commissioner O'Meara made a motion to approve this application. Ii!- Minutes, Week of June 8, 1981 Page 2 Approval of Minutes: Commissioner O'Meara seconded the motion by Commissioner Mercer to approve and sign the minutes for the week of 6/1/81. Unanimous. The Board recessed, and reconvened on Tuesday, 6/9/81 to continue regular business with all members present. Bid Opening; Construction of Hell Roaring Bridge: The following bids were opened at the appointed time and read into the minutes: Bid Dale Madden Construction Dulin Construction General Construction Sea-Con Slayden & Holm W.C. McKasson (Engineer's Estimate: $159,595.70 219,994.00 196,970.00 222,111.00 182,344.64 214,542.40 166,060.00) Commissioner O'Meara made a motion, seconded by Commissioner Mercer, for the Engineer's Office to check the computations of the two lowest bidders. Unanimous. Glenn Bagley later reported that both bids were correct, and Commissioner O'Meara made a motion to award the bid to Dale Madden Con- struction. Commissioner Mercer seconded the motion. Unanimous. BUSINESS FROM COUNTY DEPARTrlliNTS Building reo (6/8/81) Partial Building Permit Refund; Steven Baird: The motion by Commissioner O'Meara to approve this refund was seconded by Commissioner Mercer. Unanimous. Planning reo (6/8/81) Current Use Tax Assessment Request for Timberland; Huber and Butts: Ed Darden reviewed the request. Commissioner Mercer moved, with a second by Commissioner O'Meara, to approve this request. Unanimous. The Planning Department will prepare an agreement. (6/9/81 ) Final Short Plat; Seeds and Rehe, #59-81: Dave Goldsmith presented this short plat for final approval, and Commissioner O'Meara seconded the motion by Commissioner Mercer to approve and sign it. Unanimous. Public works reo (6/8/81) Call for Bids; Asphalt Concrete Class B Paving; CRP 500: Commissioner O'Meara made a motion, seconded by Commissioner Mercer, to approve and sign this bid call. Unanimous. (6/9/81) Six-Year Road Program: Commissioner Mercer moved to set the hearing for this program for 7/6/81 at 2:00 p.m. Commissioner O'Meara seconded. Unanimous.
