M I NUT E S --------------------------------------------------------------------- Week of September 28, 1981 The meeting was called to order at 10:00 a.m. by Chairman B.G. Brown. All members were present. Contract, Eldridge Custom Homes: Commissioner O'Meara sec- onded the motion by Commissioner Mercer to approve and sign this contract for remodeling the courthouse jury room. Unanimous. Approval of Minutes: Commissioner Mercer moved to approve and sign the minutes as presented for the week of 9/21/81. Commissioner O'Meara seconded the motion. Unanimous. Resolution No. 107-81: Commissioner O'Meara made a motion, which Commissioner Mercer seconded, to approve and sign this budget transfer for the Sheriff's Department. Unanimous. ' Hearing: Budget Extension, Jefferson County Construction and Renovation: The hearing was opened at 10:30 a.m. by Chairman Brown. No one appeared to speak for or against the extension. There- fore, the hearing was closed and Commissioner O'Meara made a motion, seconded by Commissioner Mercer, to approve and sign Resolution No. 108-81. Unanimous. Community Services Fund: Chair- man Brown opene a.m. 10 one spo.e ~n avor or against, and the hearing was closed. Commissioner O'Meara seconded the motion by Commissioner Mercer to approve and sign Resolution No. 109-81. Unanimous. Jefferson Transit Authority Request: By formal motion, the Board approved the Transit Authori~y request for use of a surplus table now located in the courthouse. SEPA Threshold Determination, Richard Storkan: Peter Friedman reviewed the checklist and other intormation pertaining to the project (SMSDP #14-81). Commissioner Mercer moved to approve and sign the Proposed Declaration of Non-Significance. Commissioner O'Meara sec- onded the motion. Unanimous. SEPA Threshold Determination, David and Annie Berfield: The checklist, tacts and tindings regarding this project (SMSDP #11-81) were reviewed by Peter Friedman. Commissioner Mercer seconded the motion by Commissioner O'Meara to aoorove and sign the final dec- laration of Non-Significance. Unanimous. Liquor License: By motion of Commissioner O'Meara, seconded by Commissioner Mercer, a special occasion license was approved for N.C. Machinery at the Beach Club, Port Ludlow, on 10/12/81. Unanimous. The Board recessed, and reconvened on Tuesday, 9/29/81, to continue regular business. Smoke Detectors for Courthouse: Jack Padia met with the Board to discuss installation ot smoke alarms in order to comply with insurance requirements. Minutes, Week of September 28, 1981 , Page 2 Extension of Bond Deadline, Shold Excavating: The deadline for supplying a pertormance bond on the contract tor Cedar Street was extended to 10/5/81 by motion of Commissioner O'Meara, seconded by Commissioner Mercer. Unanimous. Shoreline Management Permit Variance, Boy Scouts of America: In the process ot preparing to install a bulkhead along the beach on their camp property, some material such as floats, which had been buried, was removed, necessitating bringing in fill material to replace it. Filling requires a Shorelines Management Permit. However, due to the urgent need to complete the bulkhead, BSA is appealing the requirement for a permit. Commissioner Mercer made a motion to allow the BSA to fill without a Shoreline Management Permit. Commissioner O'Meara sec- onded the motion. Unanimous. Resolution No. 110-81: By motion of Commissioner Mercer, seconded by Commtssion'Or O'Meara, -this resolution for ;:>reliminary engi- neering & right-af-way acquisition, CRP #512, Clearwater Road, was approved and signed. Unanimous. St. Jude's Children's Research Hospital Day: By motion of Commissioner Mercer, seconded by Commissioner O'Meara, the Board sup- ports the proclamation of 10/4/81 as St. Jude's Children's Research Hospital Day. This information was relayed to Pat Slavin, who will see that The Leader receives it for publication. BUSINESS FROM COUNTY DEPARTMENTS: Health reo 9/28/81 Home Health Services Fee Schedule: By motion of Commissioner O'Meara, seconded by Com~issioner Mercer, the amended fee schedule was adopted. Unanimous. Maintenance re: 9/28/81 Equipment Inventory List: The Board referred the list back to Raymon Canton to have purchase prices and dates added. APPROVED: ~/{4 & ~ -U-<-'f/n/ B.G.
