All members were present when Chairman Brown called the
meeting to order at lO:OO a.m.
Bid Opening; Petroleum Products for 1982: At the appointed
time, the tollowing bids were opened and read into the minutes: Oil
Heat of Port Angeles: $467,206.95; Harper Oil Company: $477,416.50;
Thomas Oil: $4S0,791.50. There was discussion on the method of com-
puting bids and on possible petroleum price increases/decreases. The
Board referred the bids to the Engineer for evaluation and recommenda-
tion. On December 29, 1981, by motion of Commissioner Mercer, seconded
by Commissioner Brown, the award was made to Thomas Oil Inc. to supply
regular gasoline and to Harper Oil Company to supply diesel oil and
fuel, furnace/stove oil. unleaded and regular gasoline in Brinnon only,
as noted on attached bids. None of the compan~~s bid on supplying the
Hoh River and Clearwater shops or th~ -Clearwater school.
Bid Opening; Fire Alarm System for Courthouse: As scheduled,
the following bids were opened and read into the minutes: Superior
Electric Service: $22,000.00; Peninsula Fire & Safety: $9,527.00.
Following discussion, Commissioner O'Meara made a motion to award the
contract to Peninsula Fire & Safety. Commissioner Mercer seconded the
motion. Unanimous.
Approval of Minutes: Commissioner Mercer moved to approve
and sign the minutes tor the week of December 21, 19S1 and Commissioner
O'Meara seconded. Unanimous.
Disbursement of Federal Forest Reserve Monies: Commissioner
Mercer seconded the motion by Commissioner O'Meara to approve and sign
Resolution No. 159-81 disbursing the balance of monies for calendar
year 19S1. Unanimous.
Hearing; Budget Extension, County Fair: Chairman Brown
opened the hearing. No one appeared to speak tor or against; therefore,
the hearing was closed. Commissioner Mercer's motion to approve and
sign Resolution No. l60-SI, extending the budget by $2,500.00, was sec-
onded by Commissioner O'Meara and unanimously approved.
Contract Extension, IFMS Data Processing System: The motion
by Commissioner Mercer, seconded by Commissioner O'Meara, to approve
and sign Resolution No. 162-S1 extending Omega Systems' contract for
IFMS implementation was unanimously approved.
Budget Transfer, Fair Association: The motion to approve
and sign Resolution No. 161-81 authorizing transfer of $5,909.00 was
made by Commissioner O'Meara and seconded by Commissioner Mercer.
Unanimous.

Agreement with Department of Transportation: Commissioner
O'Meara moved to approve and sign this agreement with DOT for services,
as specified, to the County Road Department. Commissioner Mercer sec-
onded the motion. Unanimous.

The meeting was recessed until Tuesday, December 29, 1981,
at which time Commissioner O'Meara was out of town. The Board awarded
the 1982 petroleum product contract as noted previously.
Mike Bergeson Claim: On the recommendation of the Prosecuting
Attorney and with the approval of the Board, Chairman Brown signed a
letter to Mr. Bergeson's attorney stating that there is no evidence
Jefferson County has responsibility for damage.
Soldiers and Sailors Relief Fund: Commissioners Brown and
Mercer signed approval ot the application trom Paul Clements for $64.88.
Hearing Notice; Budget Appropriation, District Court: By
motion of Commissioner Mercer, seconded by Commissioner Brown, Resolution
No. 158-81 was signed setting the hearing for January ll, 1982, lO:30 a.m.

Request for Property Lease, Richard Wagner: Dave Goldsmith
reported that Mr. Wagner wants to lease part of an unnamed
right-of-way in the plat of Sunny Slope for a drainfield.
This right-of-way runs from Highway 10l to the Hood Canal
and, therefore, cannot be vacated, although it is not, and
will not be, used. Mr. Goldsmith stated that Randy Durant,
Environmental Health, recommended that a septic permit
application and site evaluation be made prior to any action
by the Board. The Board concurred with this recommendation.

Resignation of Shorelines Management Commission Member:
The Board accepted Charles Messinger's resignation and
advised Mr. Goldsmith to advertise the vacancy on the
Shorelines Management Commission in the newspaper.
Property Line Adjustment; Bolton Peninsula: Mr. Goldsmith
advised that a variance will be required in order to divide
a 5 acre parcel between the current co-owners, Olsons and
Salings, since 2~ acres of this property would be added to
a smaller 1 acre parcel to make an undivided 3~ acre par-
cel. Following extensive discussion, Commissioner Mercer
moved to approve the variance allowing a larger parcel to
be added to a smaller parcel with the stipulation that the
owner have a survey showing the division recorded and that
the property not be divided in any manner for a period of
5 years without a final long plat. Commissioner O'Meara
seconded the motion. Unanimous.
