Monday, February 15 being an official holiday, Chairman
Brown called the meeting to order at 10:00 a.m. on Tuesday,
February 16, 1982.
Approval of Minutes: Commissioner Mercer made the motion to
approve and sign the minutes for the week of February 8, 1982. Commis-
sioner O'Meara seconded the motion. Unanimous.
Road Vacation Petition; Portion of Dabob Road: The Board
received this petition trom the attorney tor Alan 19litzen, and
Commissioner Mercer seconded Commissioner O'Meara's motion to set the
hearing for March 22, 1982 at 10:30 a.m. Unanimous.
Claim for Auto Damages: The Board read a letter from Duia
L. Piper reporting damage to her vehicle by a gravel truck. There is
some confusion over whether a State truck or a County truck was
involved, and the matter was referred to the Sheriff and Engineer for
further investigation.
Liquor Licenses: Commissioner Mercer moved, with a second
from Commissioner O'Meara, to approve a special occasion license for
the Harbormaster Restaurant on March 2, 1982. Commissioner O'Meara
made a motion, seconded by Commissioner Mercer, to approve the license
transfer for Discovery Bay Restaurant. Both motions passed unanimously.
Hearing; Planning Department Fee Schedule Ordinance: At the
appointed time, Chairman Brown opened the hearing. David Goldsmith
and Laura Southmayd discussed the changes in this proposed fee schedule
which incorporates all fees charged by the Planning Department. No
one appeared to speak for or against the proposed ordinance. Therefore,
the hearing was closed, and Commissioner Mercer made a motion to approve
and sign Ordinance No. 3-82. Commissioner O'Meara seconded the motion.
Unanimous.
The meeting was recessed. On Wednesday, February 17, the
Board conducted the Health Board meeting in the morning before recon-
vening their regular meeting in the afternoon with all members present.
Proposed New County, West End: By formal motion, all Board
members signed a letter to Representative Andrew Nisbet stating
opposition to the formation of a new county by residents of Western
Jefferson/Clallam Counties.
Superior Court Judge, Jefferson County: Per motion of Com-
missioner Mercer, seconded by Commissioner O'Meara, the Board signed
Resolution No. 18-82 approving establishment of a Superior Court
judicial position tor Jefferson County and agreeing to pay the expenses
of such a position. In addition, all Commissioners signed a letter to
Representative William Ellis transmitting a copy of the resolution and
further reinforcing their support for establishing the position.

Alcoholism/Drug Abuse Administrative Board: At the
request ot this Board, via Ella Sandvig, Commissioner
O'Meara moved to appoint Walt Sowa to the Board for a
three-year term, February 16, 1982-February 15, 1985.

Commissioner Mercer seconded the motion. Unanimous.
Septic Permit Problems at Bridgehaven: The Board read
a copy ot a letter trom the Bridgehaven Community Club
Association to Randy Durant requesting information on
alternatives for lots which have been deemed unaccept-
able for septic systems. The Board will discuss this
matter further at a Health Board meeting.
Final Short Plat #S27-8l, Philadelphia Addition: Com-
issioner Mercer moved to approve and sign this plat with
a 10 foot variance from_a 60 foot to a 50 foot platted
road. Commissioner O'Meara seconded. Unanimous.
Scoop' Trap ,CTe-arwa.ter" R:l ver':" The- Department of
Fisheries requested an administrative variance to the
Shorelines Master Program for placement of a scoop trap,
for fish research, in the River from April 1 through
June 15. Following discussion, Commissioner Mercer
moved to approve this variance for permanent exemption
from obtaining a Shorelines permit for this project
with conditions regarding appropriate marking and not
inhibiting navigation. Commissioner O'Meara seconded.
Unanimous.
Corrections to Quit Claim Deed/Resolution, SR104: Milt
Sanstrom presented a new resolution and deed, as well as
the voided documents, from the State in the matter of
deeds and easements within the limits of SR104 near the
Hood Canal. There was some incorrect wording in the
original deed and resolution signed November 2, 1981
and the new documents reflect this change but do not
change the intent. The Board agreed to sign the new
documents.
Courthouse Attic Insulation: The Board received figures
on insulation trom Gary Rowe and, following a motion by
Commissioner O'Meara, seconded by Commissioner Mercer,
Chairman Brown instructed Mr. Rowe to prepare specifi-
cations to accompany a bid call on this project.
Proposal for Evaluation of Data Processing Problems:
The meeting was reconvened to meet with Public Works
staff and Jay Barschdorf of Omega Systems. Following
discussion, Commissioner Mercer made a motion to approve
the addition, to the existing contract with Omega
Systems, of preparation of a study, as defined in Mr.
Barschdorf's proposal, to find a solution to Public
Works' data processing problems. Commissioner O'Meara
seconded the motion. Unanimous.
