All members were present when Chairman B.G. Brown called the
meeting to order at 10:00 a.m.
Approval of Minutes: Commissioner Mercer moved to approve
and sign the minutes tor the week of February 16, 1982 as corrected,
and Commissioner O'Meara seconded the motion. Unanimous.
Hearing; Budget Appropriation, Central Services: Chairman
Brown opened the hearing. No one appeared to speak tor or against the
appropriation, and the hearing was closed. Commissioner Mercer sec-
onded the motion by Commissioner O'Meara to approve and sign Resolution
No. 20-82 extending the Central Services budget by $19,517.19 for com-
plet~on and implementation of the IFMS data processing system and the
Forest Land Grading Program. Unanimous.
Roads and Easements Within Limits of SR104: Commissioner
Mercer made the motion to approve and sign Resolution No. 19-82,
amending Resolution No. 129-81 in the improvement title only, and to
approve and sign a new Quit Claim Deed to replace the deed signed on
November 2, 1982, also to change the improvement title. Commissioner
O'Meara seconded the motion. Unanimous.
Flood Study on Dosewallips River: Linda Smith and Walt
Farrar reported to the Board on the program the Corps of Engineers has
for flood reduction on this river in Brinnon. They also provided a
written report. Mr. Farrar noted that local requirements for the pro-
ject were standard: provide easements and rights-of-way for con-
struction of the project, hold the United States free from damages
that might result from the project unless they make a mistake, and
maintain and operate the project after it is completed. There will
be no cost to the County for the study, but a letter of sponsorship
will be required from the County reaffirming endorsement of the pro-
ject and intent to provide those three items of local requirement.
When they are ready to begin construction, a legally binding agreement
to these three items will be required. This will be two to three years
after completion of the study report.
Soldiers' and Sailors' Relief Fund Application: Commissioner
O'Meara made the motion, seconded by Commissioner Mercer and unanimously
approved, to provide $309.95 to Michael P. Ryan.
Liquor License Application; Port Ludlow Marina Store: Com-
missioner Mercer seconded Commissioner O'Meara's motion tor the Chair-
man to sign approval of this application. Unanimous.
The meeting was recessed until 10:00 a.m. on February 23,
at which time all members were present to review the Personnel Policy.
Redistricting: The Board reviewed response regarding the
four plans distributed tor comment. The Port of Port Townsend and the
PUD recommended Plan C or D; the Democratic Party preferred C but
found D also acceptable; and the Republican Central Committee recom-
mended adoption of Plan B modified to incorporate precinct 705 into
District 1. Following further discussion, by motion of Commissioner
O'Meara, seconded by Commissioner Mercer and unanimously approved,

Resolution No. 21-82 was signed establishing Commissioner Districts
to provide for more equal distribution of the population among the
districts, taking into consideration projected growth (Plan C).

1981 Mental Health Plan Amendment: Per motion by Com-
missioner Mercer, seconded by Commissioner O'Meara, the
Chairman signed a letter to Region 6 requesting transfer
of funds allocated to Day Treatment to Outpatient Non-
Emergency.
Planning re:
2/22/82
Proposed Subdivision Ordinance Amendment: Bruce Laurie
and Rachel Nathanson appeared to discuss the reasons for
requesting an amendment to the Subdivision Ordinance to
include a fee for inspections, etc., in processing Short
Subdivisions. The Board concurred that the amendment was
reasonable and set a hearing date for March 15, 1982 at
10:30 a.m., approving a notice of hearing for publication.
Multiple Houses on Single Lots of Record: Randy Durant
and Dave Goldsmith reported to the Board on problems en-
countered when houses are built, even with approved
building and septic permits, on property that is later
subdivided. In some cases, houses are located in such
a way as to preclude meeting the requirements of the
Subdivision Ordinance. Property with multiple dwellings
is not required to be subdivided until a portion is sold
or leased, so the Subdivision Ordinance does not apply
when the dwellings are built, although the density stip-
ulations in the various community plans, when adopted,
will address the problem more directly. The Board rec-
ommended that any individual applying for a building or
septic permit for additional buildings on a single lot
be advised, in writing, of the appropriate location of
buildings to facilitate any future subdivision and of
the potential for not being allowed to subdivide if
requirements are not met. There is nothing legally en-
forceable which can be done until an ordinance is passed
regarding this type of situation. Mr. ~oldsmith and Mr.
Durant will work with the prosecuting attorney to develop
appropriate wording.
Road Vacation Petition; Portion of Dabob Road: It was
explained that the original date set tor this hearing
does not allow enough time to notify and receive
responses from other agencies. Therefore, Commissioner
Mercer made a motion, seconded by Commissioner O'Meara,
to change the hearing date to April 12, 1982 at 10:30 a.m.
Historical Study: A study of historical structures,
names and events in Jefferson County is being conducted
by a student. He will provide the County with a copy of
the study and an inventory which will help determine
which are eligible for State recognition. The student's
travel fees will be paid from the Planning budget.
Leroy Lettering: A Leroy lettering set would, in the
long run, be less costly than the transfer letters the
Planning Department is now using. The Board approved
the purchase if there is money in the budget to cover
the cost.
SMSDP Application #18-81, Sam Boling: Peter Friedman
reported that the Shorelines Commission found this
application to fill a wetland for placement of a single
family home to be inconsistent with all criteria and
recommended the Board deny the permit. Following dis-
cussion, Commissioner Mercer moved to deny the permit,
and Commissioner O'Meara seconded. Unanimous.

Planning re:

SMSDP Application #22-81; R.H. Handley: This application
was reviewed by Mr. Friedman and he reported that the
Shorelines Commission recommended approval, with the
conditions recommended by the Department of Fisheries,
of this application for construction of a marine railway
and boat storage. Commissioner Mercer made the motion,
seconded by Commissioner O'Meara and unanimously passed,
to approve this permit subject to the conditions recom-
mended by the Shorelines Commission and Department of
Fisheries.

Construction Permit for DOT on SR10l, Ruby Beach Road:
Commissioner O'Meara moved tor the Chairman to sign the
letter of authorization and approval of plans, and
Commissioner Mercer seconded the motion. Unanimous.
