M I NUT E S Week of April 26, 1982 Chairman Brown called the meeting to order at 10:00 a.m. on Monday. The Board met April 26, 27 and 28, 1982. Commissioner Mercer and Commissioner Brown were present all three days. Commissioner O'Meara did not return, following his recent hospitalization, until Wednesday afternoon. HEARINGS: Intent to Vacate; Portion of Old Dabob Road Right-of-Way: (4/26/82, 10:30 a.m.) Chairman Brown opened the hearing and there was discussion on the intent. Two persons appeared to speak against the proposed vacation. The hearing was closed. The Board went to the site to inspect, and it was determined that the legal description in the Intent to Vacate was incorrect. The Board delayed action, and sent a memo to the Engineer requesting that he check the legal descrip- tion. Petition to Vacate; Portion of Old Dabob Road Right-of-Way: (4/26/82, 11:00 a.m.) This hearing was continued trom April 12, 1982. There were no additional comments and the hearing was closed. By formal motion, action was delayed. Final Assessment Roll; RID #2, Sentinel Firs Road: (4/27/82, 10:30 a.m.) Seven individuals attended this hearing continued from April 15, 1982. Following discussion regarding property which is landlocked, it was agreed that Gary Rowe, Public Works, will contact Willie Rutter, the subdivider, to get a written statement from him regarding his willingness to grant easements across the property he owns in order to alleviate the landlocking. Mr. Rutter will be instructed to work with the individual property-owners. By motion of Commissioner Mercer, seconded by Commissioner Brown, the hearing was continued to June 8, 1982 at 10:30 a.m. BY APPOINTMENT: Community Development Block Grant Administration: Peter Simpson met with the Board to present the dratt copy ot an amendment to the contract with Community Action Council which would authorize extension of the original contract to cover the closeout of the pro- gram and authorize expenditures for that period. The Prosecuting Attorney will be submitting the final contract amendment for signature at a later date. SMSDP Application #23-81; Percy Dunkle: Twelve individuals appeared at this meeting, tour ot which were against approval of the permit. A letter from Anne Hamilton, received on April 23, 1982, complaining that she was not given notice far enough in advance of today's meeting was read and her quite thorough report, including photographs, on her views of the proposal was reviewed. Following lengthy discussion, Commissioner Mercer moved to approve the permit subject to the conditions recommended by the Shorelines Advisory Commission, and Commissioner Brown seconded the motion. LEGAL INSTRUMENTS: Contract; Queets River Bridge Engineering: (4/26/82) This contract with Alpha Engineers tor work under CRP #486 was approved and signed following motion by Commissioner Mercer, seconded by Com- missioner Brown. Approval and Signing of County Bills: of Commissioner Mercer, seconded by Commissioner 40-82 was approved and signed. (4/26/82) By motion Brown, Resolution No. Roadway Design Standards: was approved and signed per motion by Commissioner O'Meara. . (4/28/82) Resolution No. 41-82 Commissioner Mercer, seconded by CRP #517, Discovery Road: (4/26/821 This was approved by signing of Resolution No. 4l-8l, tollowing motion by Commissioner Mercer, seconded by Commissioner Brown. Unanimous. CRP #518, East Quilcene Road: (4/26/821 approved by motion ot Commissioner Mercer, seconded Brown, to sign Resolution No. 43-82. Appropriation was by Commissioner CRP #519, Thousand Trails Road: (4/26/82) Resolution No. 44-82 was approved and signed; motion by Commissioner Mercer, seconded by Commissioner Brown. ACCEPTANCE OF PROPOSALS: Vinyl Floor Covering, Jail Kitchen: (4/27/82,10:30 a.m.) Proposals were received trom Tradewinds Interiors ($343.66) and Penin- sula Floor Coverings ($391.86). Commissioner O'Meara moved to accept the proposal from Tradewinds for $343.66 including installation and tax. Commissioner Mercer seconded. Unanimous. BUSINESS FROM COUNTY DEPARTMENTS: Community Counseling: Leave of Absence; Annemarie Mende: By formal motion, the leave ot absence requested by Ms. Mende from June 17 through July 20, 1982 was approved. Planning: Short Plat #S24-8l; Lyons: Final approval was given to this short plat atter a motion by Commissioner Mercer, seconded by Commissioner Brown. SMSDP Permit #20-81; Coyle Community Club: (4/26/82) This permit was approved subject to conditions recommended by the Shorelines Advisory Commission by motion of Com- missioner Mercer, seconded by Commissioner Brown. SMSDP Permit #3-82; Washington State Department of Game and Parks and Recreation Commission: (4/l6/8lJ Mike Regan appeared tor the Department ot Game and, after discussion, the permit was approved subject to'c6ndiCions recommended by the Shorelines Advisory Commission by motion of Commissioner Mercer, seconded by Commissioner Brown. Minutes, Week of April 26, 1982 Page 3 Treasurer: Petitions for Property Tax Refund: (4/26/82) The Board reviewed the petitions (2) trom Marjorie Stephens and they were approved by motion of Commissioner Mercer, seconded by Commissioner Brown. CORRESPONDENCE: Road Vacation Petition; Portion of Platted Right-of-Way in Nolton's East Port Townsend: This petition was received trom Kenneth Andersen, and a hearing was set for June 7, 1982 at 10:30 a.m. Erosion Near Oak Bay Road: A letter from Ken McMillen regarding settling and shitting ot soil under/around their house, possibly due to the realignment of Oak Bay Road, was referred to the Engineer for response. The McMillens have an appointment with the Board on May 3, 1982 to discuss this matter. Service of Civil Process on Indian Island: Attorney Thomas Majhan's letter regarding the retusal ot Indian Island authorities to allow a civil process to be served to an employee will be discussed with the Prosecuting Attorney. Disputed Title of a Portion of Griffiths Point letter from Russell Tillman states that this road, where tax lots 86 and 98, is on property belonging to Tillman. was referred to the Prosecuting Attorney. Road: A it crosses The letter National Flood Insurance Program: The Federal Emergency Management Agency notitied the Commissioners that the County's eligibi- lity for this program may be suspended on July 19, 1982 if flood plain management measures are not enacted per their previous request. The Board requested the Planning Director to draft a resolution for adoption of measures in order to comply. Road Vacation Petition; Portion of Usage Right-of-Way of Dosewallips Road: Stan Johnston is the petitioner. A hearing date was set tor June 7, 1982 at 11:30 a.m. ADDITIONAL BUSINESS: Contender for County Commissioner, District #3: introduced himselt and intormed the Board that he will be run for Commissioner in the next election. John Pitts filing to Little League Ballpark, Quilcene: Bob Bates appeared before the Board to request tunds tor construction of a restroom/storage facility at the Quilcene park similar to the building at the Hadlock park. The Board instructed him to obtain an estimate for the con- struction, after which they will see if there are funds available. Mr. Bates further noted that, nationally, counties are beginning to take ballparks for other uses, and he inquired about some type of long-term lease on the ballpark to preclude that happening here. The Board assured him they have no intention of changing the use of the ballpark property, but agreed to check with Kitsap County to see how they handled the situation. Liquor License, Halfway House Restaurant: By motion of Commissioner Mercer, seconded by Commissioner Brown, a letter was sent to the Liquor Control Board reaffirming the Board's approval of a Class H license for this restaurant.
