" M I U'T E S Week of May 24, 1982 All members were present when Chairman Brown called the meeting to order at 10:OOa.m. Approval of Minutes: Commissioner Mercer seconded Commis- sioner O'Meara's motion to approve and sign the minutes for the week of May 17, 1982 as presented. Unanimous. Requests re: Property on South Point Road: Tom Ivooc!')ury appeared betore the Board to request that he be allowed to use an existing County right-of-way for driveway access to his prol)e;~~y. He further requested a variance to the ten-foot setback required for drainfields, due to soil conditions and well location. Both requests were approved by motion of Commissioner O~~eara, seconded by Commis- sioner Mercer and made unanimous, the variance permitting drainfield location to be closer to the 30-foot parking area and unopened road on the north side. Following brief discussion, the hearing was closed, and Commissioner O'Meara moved to approve and sign Resolution No. 52-82 incorporating and distributing additional funds into the Community Services budget. Commissioner Mercer seconded. Unanimous. Boldt Decision: The Board read a letter from Bud Norris, Skagit County Commissioner and member of Fisheries Resources Action Group, requesting support for legislation to overturn the Boldt Decision regarding allocation of salmon and steelhead. Following dis- cussion, there was unanimous approval of Commissioner O'Meara's motion, seconded by Commissioner Mercer, to sign Resolution No. 53-82, request to Congress to enact legislation overturning the Boldt decision. Resignation, Olympic Area Agency on Aging: Commissioner O'Meara, seconded by Commissioner Mercer mous, the Board accepted t~e resignation of Henrietta with regret. A letter of appreciation will be sent. By motion of and made unani- P. Haugland Agreement, Reimbursable Work, Pleasant Harbor Road: This request for assistance in road grading trom the State Parks and Rec- reation Commission was approved and signed following unanimous approval of the motion by Commissioner O'Meara, seconded by Commissioner Mercer. Lower Hoh Road, Oil City: A letter from Barney Murphy expressing his reasons tor wanting this washed out road repaired was read into the minutes. A letter will be sent to Mr. Murphy explaining that it is not economically feasible at this time. Adjustment to RID #1 Assessment; Goodhue: In response to Mr. Goodhue's letter ot April 15, 1982 and tollowing investigation, Commissioner O'Meara made a motion to approve an adjustment to the assessment and a refund of $333.65. Minutes, Week of May 24, 1982 Page 2 Resignation, Library Board: The Board regretfully accepted the resignation ot Aletha Emel and authorized Library Director Sharon Bodkin to advertise for a replacement. The meeting was recessed until Tuesday, May 25, 1982. All members were again present. IFMS Computer Enhancements: Paul Yarbrough and Terry Nordstrom, ot NCR, reported that two major programs, posting and warrants, have been completed and the balance are being worked on. There was discussion of the process. The meeting was recessed. reconvened the meeting on Wednesday, Commissioner Mercer by telephone. Commissioners Brown and O'Meara May 26, 1982, conferring with Hood Canal Bridge Toll: Discussion regarding language was followed by a motion by Commissioner O'Meara, which was seconded by Commissioner Brown, and with which Commissioner Mercer concurred by phone, to approve and sign Resolution No. 56-82. This resolution is a recommendation to the Department of Transportation to establish a one-way toll collection of $1.50 per west-bound vehicle. On Thursday, May 27, 1982, the Board attended the swearing in of William Howard as the first Jefferson County Superior Court Judge. BUSINESS FROM COUNTY DEPARTMENTS: Clerk re: 5/24/82 Insulation of Windows: Marianne Walters reported on the options and costs of insulating windows in the small corner offices. The Board recommended she check with local businesses before a decision is made. Planning re: 5/24/82 Final Short Plat #S23-8l: Rachel Nathanson presented this short plat by John Arndt for approval. By motion of Commissioner Mercer, seconded by Commissioner O'Meara, Chairman Brown signed the final short plat. SMSDP Application #5-82: This application by Gene and Mary Gager to install a bulkhead and fill, dock and float, at their Bridgehaven lot was reviewed by Peter Friedman. The Shoreline Management Commission recom- mended approval, and Commissioner Mercer seconded the motion by Commissioner O'Meara to approve the permit. Unanimous. SMSDP Application #6-82: Walter Reynolds appeared on his own behalt. Peter Friedman stated that this application to build a boat storage shed was designated as a primary use and the project was determined to be exempt from the provisions of the Washington State Environmental Policy Act. He further reviewed the pro- posed project and recommended conditions. William Goodhue, speaking for the Salt Water Committee of the Nordland Community Club, objected to the primary use designation on the basis it may set precedence. Alma Taylor also attended and supported this objection. Mr. Reynolds reiterated his position, as stated at the Board meeting of April 5, 1982. Commissioner Mercer made the motion, seconded by Commissioner O'Meara, for the Chairman to sign approval of this permit. Unanimous. Protection Island/Diamond Point Water System: The Board read a letter trom the Clallam County Commissioners requesting that Jefferson County act as the lead agency for this project. By motion of Commissioner Mercer, seconded by Commissioner O'Meara, Jefferson County will accept lead agency status. Unanimous. L~OL 8~ 01078 . Minutes, Week of May 24, 1982 Page 3 5/26/82 Prosecuting Attorney re: 5/25/82 5/26/82 Public Works re: 5/24/82 SMSDP Application #4-82: This Diversified Equities pro- posal to place rip-rap and fill to upgrade an eroding road was reviewed, along with the findings and recom- mendations of the Shoreline Management Commission, by Peter Friedman. Consultant Louie Torres expanded the information in his presentation to the Board. Lengthy discussion was followed with the approval of the permit, subject to recommended conditions, by motion of Com- missioner Mercer, seconded by Commissioner O'Meara. Unanimous. Thousand Trails Camper Club: Dave Goldsmith reported that he has received some complaints about the camp- ground not being able to accommodate all the campers, who then camped along the road. He will check this out and report back to the Board. Protection Island/Diamond Point Water System: Following discussion with David Goldsmith, who explained the status of this project, Commissioner O'Meara made a motion to rescind the motion of May 24, 1982 accepting lead agency status. Commissioner Brown seconded, and Commissioner Mercer's concurrence was obtained by phone. Since there is, in actuality, no project, it is deemed inadvisable to accept lead agency status. Mr. Goldsmith will notify Clallam County of the situation. Resignation of William Howard: Per motion by Commissioner Mercer, seconded by Commissioner O'Meara, Mr. Howard's resignation as Prosecuting Attorney, effective on May 27 at 4:00 p.m., was accepted. Unanimous. Appointment of Acting Prosecuting Attorney: Commissioner Mercer then seconded Commissioner O'Meara's motion to approve and sign Resolution No. 54-82 appointing John Raymond as the Acting Prosecuting Attorney, effective simultaneously with Mr. Howard's resignation. Unanimous. Appointment of New Prosecuting Attorney: In accordance with procedures, upon receipt ot the recommendation by the Jefferson County Republican Central Committee today, and following a motion by Commissioner O'Meara, seconded by Commissioner Brown, and with the concurrence by phone of Commissioner Mercer, Resolution No. 55-82 was signed appointing John Raymond to fill the unexpired term of William Howard as Prosecuting Attorney. This appoint- ment is effective at 4:00 p.m. on May 27, 1982 and supercedes Resolution No. 54-82. Road Plan, Upper Hoh Road: Gary Rowe presented this plan tor paving a section of this road. Commissioner Mercer moved to approve the plans. Commissioner O'Meara seconded the motion. Unanimous. Application to Open Right-of-Way: The request by Paula and David Varsos to clear a right-of-way to facilitate installation of a power line was approved and signed by Chairman Brown following the motion by Commissioner Mercer, seconded by Commissioner O'Meara. SR10l-Clearwater Road Intersection: The Department of Transportation letter agreeing with the Public Works Department recommendations regarding this intersection was read. 1982 Bridge Report and Maintenance Needs: This report submitted by the Engineer was read by the Board. : VOL 8~ 01079 ) . , Minutes, Week of May 24, 1982 Page 4 Treasurer re: 5/24/82 Maintenance/Enhancement Request: Commissioner Mercer moved tor the Chairman to sign authorization for resolution of a problem with the Tax 79 and Tax 40 programs.
