Brown called the meeting to order at 10:00 a.m. All members were present. Approval of Minutes: Commissioner Mercer seconded Commis- sioner O'Meara's motion to approve and sign the minutes for the week of June 14, 1982. Unanimous. Dates for 1983 Budget Process: By motion of Commissioner O'Meara, seconded by Commissioner Mercer, Resolution No. 61-82 was approved and signed, establishing dates for submission, review and adoption of the budget. Unanimous. Budget Transfer; made the motion to approve sign Resolution No. 62-82. Unanimous. County Commissioners: Commissioner Mercer this transter in the amount of $124.18 and Commissioner O'Meara seconded the motion. Appointment to Shorelines Advisory Commission: Upon receipt of a letter ot application trom David Cunningham, Commissioner Mercer made a motion to appoint Mr. Cunningham to complete the unexpired term of Robert Haugland, said term to expire March 1, 1983. Commis- sioner O'Meara seconded, and the motion was unanimously ap?roved. Abuses at Oak Bay County Park: The Hofacker family and Jack Daniel appeared bet ore the Board to lodge the following complaints: l)Individuals are overstayinp'; the 7-day limit, in fact, actually li_vj_ng there. 2)Vehicles are speeding on the road to the beach. 3)Campers are exceeding camo sites. 4) There ':lave been problems wi t~~ traffic, dogs, noise pollution, trespassing and properey damage. Remedial actions requested included a speed limit and speed bumps, strict policing of the area and enforcement of restrictions and rules, and charging campers using the park a fee or limiting the park to day use. Commissioner O'Meara reported that he has already asked the Parks Personnel to define camping spaces, limiting the number of campers. The i.ndividuals present were emphatic about having tolerated this situation as long as possible and about needing immediate corrective action. There was lengthy discussion regarding this matter and similar problems at Lake Leland. Chairman Brown thanked those pre- sent for informing the Board and indicated that they will make an effort to take remedial action and deal with enforcement. Chairman Brown did state that it is illegal to install speed bumps on a County road, though. Use of West End Annex Facilities for Library: Action was delayed on the request troIn the Library Director to use the space for- merly occupied by the Auditor's Office at this location. National Flood Insurance Program: Notice of suspension of eligibility tor participation in this Program was received, along with information on action to be taken to have suspension rescinded. :VDL 8 o 1326 . ~. Minutes, Week of June 21, 1982 Page 2 Street Light, Irondale: An Irondale Resident reported to the Board that he has been paying for the street light located at his property on Fifth and Price because it is needed for safety reasons. He stated there are no County street lights in the area. It has become too much of a financial burden for him, and he requested that the County accept responsibility for keeping the street light there. The Board agreed to discuss the matter with the Engineer's staff. Facility Utilization Report, Referendum 29: Commissioner O'Meara submitted a 6-month report on act~vity at the Multi-Services building to the DSHS Region VI Director, in compliance for Referendum 29 funding. Appointment to Library Board: The appointment of Elaine Naylor to complete the unexpired term of Aletha Emel, to April 1, 1985, was made by motion of Commissioner Mercer, seconded by Commissioner O'Meara. Unanimous. Juvenile Diversion: Harriette Buchmann introduced Onda Kilham, who is replacing Phil Raymond in the Program. The Board expressed their appreciation to Mr. Raymond and wished him well in his retirement. The meeting was recessed, and reconvened on Tuesday, June 22, 1982 with all members present. Hearing; Final Assessment Roll, RID #2: In a continuation of this hearing trom June 8, 1982, Gary Rowe, Public Works, reported on the status of easements to provide access to landlocked properties. The easements are in process, but have not been recorded. Therefore, by motion of Commissioner O'Meara, seconded by Commissioner Mercer, the hearing was continued to July 13, 1982 at 10:30 a.m. Unanimous. Interlocal Jail Contract: In compliance with the State Jail Commission's requirements tor tunding of the jail construction, this contract with the City of Port Townsend for jail services was signed per motion by Commissioner Mercer, seconded by Commissioner O'Meara and unanimously approved. The contract, which makes no changes in the cost to the City as stated in the previous agreement of February 10, 1981, was forwarded to the City for signatures. The Board attended the State Convention in Kelso, Washington on June 23-25, 1982. BUSINESS FROM COUNTY DEPARTMENTS: Central Services re: 6/21/82 Community Services re: 6/21/82 Planning re: 6/21/82 Completion of a report rom program. Board received made in this Health and Safety Standards for D.D. Centers: Ella Sandvig submitted a dratt ot the proposed standards, as follow-uD to her discussion with the Board last week. She requ~sted their input and an official copy of the final standards. No action was taken. SMSD Permit #7-82: This proposed project to install tloats tor oyster spat collection, submitted by Charles Powell, was reviewed by Peter Friedman. Commissioner Mercer suggested approving the permit for one year only, but it was decided, following discussion, that this restriction would not be attached to the permit. Com- missioner O'Meara made the motion to approve the permit subject to 4 conditions. Commissioner Mercer seconded the motion, and Chairman Brown signed the permit. SMSD Permit #8-82: The State Department of Fisheries made ~Wl Bt1IT fiJ_ 01327 .. ~. Minutes, Week of June 21, 1982 Page 3 this application to remove storage tanks and construct a retaining wall, stairway and parking facilities at the Point Whitney Shellfish Lab. Mr. Friedman reviewed the findings. Chairman Brown signed the permit after a motion by Commissioner Mercer, seconded by Commissioner O'Meara, to approve the permit subject to stated conditions. SMSD Permit #9-82: Commissioner Mercer moved for the Chairman to sign this permit, subject to stated conditions, and Commissioner O'Meara seconded the motion, following Mr. Friedman's presentation of the proposal to reconstruct old piling and install a floating dock submitted by Marlyn and Lola Kottsick and Don Sallee. Open Space Taxation Agreement: This agreement regarding Assessor's Parcel 00104100; with John J. Sudlow, Jr., Trustee, was approved and signed by the Chairman upon the motion by Commissioner O'Meara, seconded by Com- missioner Mercer. National Flood Insurance Program: David Goldsmith re- ported that the Yederal t:mergency Management Agency has approved the County's ordinance, although there may be some modification required. This would indicate that the notice of suspension received earlier will probably be rescinded. Off-Premise Advertising Si~n; Kala Point: By motion of Commissioner Mercer, secon ed by Commissioner O'Meara, Chairman Brown signed a letter to the Department of Transportation approving the placement of the sign by Kala Point Development Company. Public Works re: 6/21/ 82 Bid Call; CRP #521: Commissioner Mercer moved to approve and sign this bid call for widening Hastings Road, with the bids to be opened on July 13, 1982 at 10:30 a.m. Commissioner O'Meara seconded and it was unanimous.
