For these lots the rule change will bring reduced RV living, Changes to ground utilities,wells. Adds Codes of misdemeanors with $1000 fines or 90 days in jail. The county reports in [SEPA%20Nonproject%20checklist.pdf] Section 2(a) Describe the need for the action. "Jefferson County has approximately 650 to 700 properties in areas of special flood hazard.Of these, approximately 20%are insured. Within the United States the number of insured properties in areas of special flood hazard (SFHA) is 21.7 [%??]of all properties, hereafter referred to as the penetration rate. By enabling residents to obtain subsidized flood insurance, recovery from flood disasters would be enhanced.This may be considered a measure of community resilience. " This is the need reported by the County. Is this 1.7%increase in penetration rate worth anything to anybody? One alternative, is not to adopt the legislation. If the legislation were not adopted, residents in Jefferson County may no longer be permitted to receive federally-subsidized flood insurance through the NFIP. Are they now getting subsidized? In Asking neighbors at Brinnon and around home I got a count of 4 possible homes with issues. Looking at satellite images from Google Maps, I counted 15 possible homes with issues located on the water side of 101. These Jefferson County people are deserving of more consideration than being reported as "nonsignificance". It is not just misreading of the SEPA question;this is a repeated insult to the people that live in these homes, I tell you they are not insignificant. I ask that the DCD change their priorities. [Question is Also in DCD papers Section 9] The first part has TWO sub-parts: The first sub-part asks about the PEOPLE. "elements of the human or built environment" The second asks about the land and environment. quote " likely effects on the natural environment" =That second part can be reported "nonsignificance". 1 The first part: 1 Sub part: THIS IS the HUMAN Part. People are probably listed first because it is people Priority. Please Don't again just skip over the people. Again, it is bad that - "Staff has not identified an adverse outcome associated with adoption of this legislation." The question said "within elements of the HUMAN OR Rebuilt environmenty" *** There are impacts on the people living here and that has been blind to those proposing these rules. Fines or jail time. $1000 or 90 days. Limits to cost of repairs.The money needed must be less than 50%of the value of the home. Foundations and tie downs required. My neighbor has built two under home cement slabs in Brinnon. He reports the costs then-in work and material would run around $2000. That was not the problem. He reports the problem is the torture Jefferson county put him and clients through to get the permits. Utilities like "Electrical, heating, ventilation, plumbing, and air-conditioning equipment and other service facilities shall be designed, elevated and located at least one foot above the base flood elevation" I foresee problems with a 50%cap on repairs making some homes just rot out. Just say "NO"to a push for better flood insurance rates. New rules might help keep somebody alive. But My guess is that this will necessitate a few people to leave.
