As WSF staff continues to work hard to improve reliability, with new resources from Governor Inslee and the legislature for increased crewing and building new vessels, we understand
cancelled and delayed sailings continue to impact our customers. We work closely with our 11 Ferry Advisory Committees and other community partners to communicate the reasons behind
current challenges, receiving their input and answering their questions. Importantly, the public also regularly participates in our community engagement outreach on terminal and other
projects. Also, unlike any other transportation agency, WSF communicates directly with our customers to explain current service through hundreds of Customer Service alerts and customer
responses each day, the Service Contingency Plan <https://wsdot.wa.gov/sites/default/files/2024-01/WSF-Service-Contingency-Plan-2024.pdf> and a data dashboard <https://public.tableau.com/app/profil

While we do our best to communicate openly and honestly with our customers, that information doesn’t always get to its intended audiences, leading to frustration. It has been heartening
to see WSF-served communities channeling that frustration into action, working hard to better understand our constraints, and asking how they can support elected officials and WSF in
ensuring we have the resources required to not only build a more reliable system, but to maintain it once its built.
On Saturday, “Fix Our Ferries,” a coalition of ferry riders from across the Sound, met to discuss the impacts of WSF’s current service, learn from legislators about WSF’s budget and
legislative direction on service, and how to work collaboratively to highlight WSF’s continuing needs. John Vezina, WSF’s External Relations Director, attended the meeting and has
reported back to me and other colleagues on issues raised – consistent funding for crewing and new vessels, accountability, and adjusted messaging to better inform the public on service
metrics. He left the meeting energized and positive about collaboration between WSF and its customers.
I appreciate Senator Liias, Representatives Alvarado, Nance, and Shavers, San Juan County Councilmember Fuller and Council-member elect Paulsen, Island County Commissioner St. Clair,
ferry advisory committee members, and Dan Twohig, our Masters, Mates, and Pilots labor partner attending the meeting and lending their support to WSF. Most of all, I’m thankful for
the community members who took time out of their weekend to gather in-person in Mukilteo to explore how to steady WSF. Working together, I’m confident we’ll not only stabilize, but
improve our service. There are many ways to engage with WSF <https://wsdot.wa.gov/travel/washington-state-ferries/about-us/community-participation> , and I encourage everyone to participate
in our community meetings, task forces, requests for comment and other ways to lend your voice to strengthening our service.
Milestone
Leading the way toward safer, chemical-free receipts
You may notice a change in WSF’s receipt paper in the coming months. We’re switching to a safer option that’s better for the environment and public health. WSF will be the first state
agency to stop using thermal receipts that contain bisphenol, ahead of a statewide ban in 2026. A Department of Ecology employee raised the issue after a ferry trip, sparking a state
interagency effort to find safer paper. Once a chemical-free option was found, it was added to a statewide contract available to all state agencies. There is no increased cost to the
agency, or the customers associated with changing receipt paper. This is one of many ways we’re leading the way in environmental stewardship and public safety.
Spotlight
* WSF employees will be joining several other government agencies this week participating in an electric vehicle drill with the U.S. Coast Guard. This exercise will be a discussion-based
format to review, evaluate, and identify any gaps in current plans across emergency response agencies that would respond to lithium-ion battery fires onboard an underway Washington
State ferry. Focus will be on interagency coordination, resource allocation, and terminal evacuation procedures.
* Moving Washington State Ferries forward successfully as an organization requires a focus on three strategic priorities – Service Excellence, Improved Communication, and Empowered People,
supported by the core values of Serve, Respect, Grow, Trust, and Navigate. Fleet employees are key to this effort. To support this work, WSF will be installing vinyl graphics featuring
the core values messages in employee spaces throughout the fleet, terminals, maintenance facilities and WSF employee work areas.

Customer Service
For the week of Nov. 11-17, our customer service team sent 69 rider alerts, received 1,324 customer calls, and fielded more than 115 written comments and emails related to reservations,
schedules, and fares.
Service Reliability
For the week of November 11-17, we completed 98.89% of our 2,787 scheduled sailings. Of our 33 cancellations, 49% (16) were due to crewing, 42% (14) were due to tidal currents, and 9%
(3) were due to schedule resets (when a boat is significantly behind schedule, we cancel a sailing to restore the schedule and provide more predictability for customers). There were
no cancellations due to vessels being out of service.
Vessel Availability
We’re operating at our 15-vessel current service level, adding a 16th “bonus” boat seven days a week on the Fauntleroy/Southworth/Vashon “Triangle” route when crewing and vessel availability
allows.
Jumbo Mark II Conversions/New Vessels/Terminal Electrification
Hybrid Conversions – Upgrades to the Wenatchee propulsion system and installation of electric power equipment is expected to be completed and return to service in summer 2025. Significant
work has been completed to date to include removal of two propulsion diesel generators, installation of electric power conversion and distribution equipment, upgrades to obsolete propulsion
control equipment, reconfiguration of piping systems, and build-out of two new battery rooms. The Tacoma conversion will not happen until the Wenatchee returns to service.
New Vessels – The contracting process for new vessels continues and we’re in active discussions with industry about the terms of the Invitation for Bid we released. We’ve received three
pre-qualification packages from shipyards across the country.
Terminal Electrification – WSF is in the process of planning and designing charging infrastructure at 16 of our ferry terminals. This effort begins with ensuring that each terminal will
be able to secure sufficient energy through collaboration with local utilities.
