Description of Proposal:
Construct an attached garage and ADU to existing residence on Lots
8 and 9 (north), and build another residence for her relative on Lots 9 (south) and 10.

Application will be processed as a shoreline exemption under Jefferson County Code
(JCC) Chapter 18.25 – Shoreline Master Plan (SMP). Construction of residential
structures is exempt under JCC 18.25.090(5).
Environmentally Sensitive Areas:
?
Wetlands – Parcel mapped as wetland; submit wetland delineation report based on JCC
Chapter 18.22 (Article VII. Wetlands). At this time, mitigation is not required.

Fish and Wildlife Habitat Conservation Areas. No report needed at this time.
?
Geologically Hazardous Areas (seismic). A drainage and erosion control plan needs to
be submitted.

Aquifer Recharge Area – Susceptible. Must meet Protection Standards in JCC
18.22.130.

Coastal Seawater Intrusion Protection Zone – At Risk. Must meet Protection Standards
in JCC 18.22.130.
Stormwater:

All projects are required to address stormwater. All stormwater plans submitted must
comply with requirements in the Stormwater Management Manual for Western
Washington (2005).
Setbacks/Buffers:

South Beach Drive is a minor collector requiring a 20-foot setback from the road right-of-
way.
?
A 5-foot setback must be maintained from adjacent lots. Given the proposed location of
the development, a declaration of restrictive covenant would be needed for Lots 8 and 9
and a declaration of restrictive covenant would be required for Lots 9 and 10.
?
A standard shoreline setback for residential structures is 30 feet, or 1 foot for each foot of
bank height up to 100 feet.

At this time, wetland buffer widths will not be applied to the project. Note that this has the
potential to change depending upon future legal decisions.
ADU Performance Standards:
In order to build a structure as an ADU, the performance standards of JCC 18.20.020(2)(a-g)
must be met, including:

A second pre-application conference is recommended with Environmental Health. The
pre-app fee is $140.00

Applicant must provide assurance that there is a connection available for the expansion
and the new residence.

Applicant must have a septic designer evaluate the minimum land area requirements.

Jefferson County Department of Environmental Health – Septic and Water.
?
Jefferson County Building Department – a Building permit will be required.
?
Hydraulic Project Approval (HPA) from Washington Department of Fish and Wildlife may
be needed.
?
This project may need a permit from the U.S. Army Corps of Engineers. This agency has
jurisdiction over waters of the U.S., including wetlands, and issues permits pursuant to
Section 404 of the Clean Water Act. The Corps contact is Ronald Wilcox (Seattle

This project may need an NPDES from Washington Department of Ecology.
