WELCOME AND INTRODUCTION: Chair Eisenhour called the meeting to
order after establishing a quorum.
PUBLIC COMMENT PERIOD: No comments were received.
APPROVAL OF THE MEETING MINUTES: Member Toepper moved to approve the November 28,
2023 and December 14, 2023 Minutes as presented. Member Hanke seconded the motion. The
motion carried.
PRESENTATION re: Economic Development Council (EDC)Team Jefferson Reporting: Member
Brooks provided a presentation and answered questions posed by the PIF Board. Her
presentation reviewed EDC's work from January to June 2024 which made significant strides in
its mission to engage high-leverage, place-based activities that improve the economic well-being
and quality of life for people in Jefferson County. Topics she covered included: EDC framework,
direct work with small businesses, and a review of accomplishments and priorities.
Member Brooks reviewed the Regional Recompete Grant Application which includes 8 projects
across Jefferson and Clallam Counties for a total of$50 Million, and a sub award with Peninsula
College for$1.2 Million. The following projects have a good chance of getting funding and
include: Governance Structure, Barging Network, Olympic Peninsula Resources Hub, Port of Port
Townsend Boatyard Expansion, Workforce Development, Natural Resources Innovation Center,
Tribal and underserved population, and CRTC Wood Modification. EDC Jefferson is requesting a
continuation of the same funding amounts moving forward. Member Brooks and Alternate
Member Knudsen answered questions posed by PIF members.
DISCUSSION re: Economic Development Council (EDC)Team Jefferson Funding: County
Administrator Mark McCauley explained that prior to 2019, the PIF board did not fund EDC
personnel funds. Their funding in 2023-2024 was $100,000, and that funding expires at the end
of 2024. Administrator McCauley requested that the PIF members entertain a motion to
continue funding at that level for two years or longer. Member Hanke moved to continue
funding the EDC at $100,000 for 2025. Member Toepper seconded the motion. Member Hanke
asked if the funding should be for two years? Administrator McCauley stated yes. Clerk Gallaway
asked if a friendly amendment is agreeable to both Members Hanke and Toepper, and they were
agreeable to the friendly amendment.
Chair Eisenhour called for public comment on the motion, and no comments were received.
After hearing further comments, she called for a vote on the motion. The motion carried.
DISCUSSION re: 2024 Request for Proposals (RFP) Funding: County Administrator Mark
McCauley reviewed that PIF funding available in 2025 is $1,091,536. When the EDC amount of
$100,000 and Hadlock Sewer project amount of$325,000 is deducted, it will leave $666,536. He
recommended a 2025 RFP amount of$600,000. He added that this is probably the only fund in
the County where there does not need to be a minimum reserve, there just needs to be enough
funding to cover projects.
After discussion, Member Hanke moved to recommend a 2025 RFP amount of$600,000.
Member Toepper seconded the motion. Member Ventura abstained from voting. The motion
carried. Clerk Gallaway noted there was no public in attendance to provide public comment.
FUTURE AGENDA ITEMS: County Administrator Mark McCauley noted that RFP issuance will
probably be approved Monday, August 12, 2024 and to plan for a mid-October PIF Special
Meeting to review RFPs.
CLOSING REMARKS: Not discussed.
ADJOURNMENT: Chair Eisenhour adjourned the meeting at 11:17 a.m. until the next regular
meeting or special meeting as properly noticed.
