!T IS HEREBY RESOLVED that Upper Hoh Road, County Road No, 914207, M,P. 3,338, be improved as follows:
Replace the culvert at milepost 3.338 with a new structure, due to the deteriorated condition of the culvert, and in order to provide
greater hydraulic capacity, and fish passage, if required,
!T IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County
Engineer's estimate is hereby made in the amounts and for the purpose shown:

X This project is included in the officially adopted annual road program as Item No,--1L.
The project is hereby made a part of the officially adopted annual road program in accordance with R.C.W. 36.81.130.
IT IS FURTHER RESOLVED that:
X The construction is to be accomplished by contract in accordance with R.C.W. 36.77.020 et. seq.
The construction is to be accomplished by County forces in accordance with R.C.W. 36,77.065 and WAC. 136.18.

Project Resolution for Upper Hoh Road MP 3.338 Culvert Replacement,
County Road No. 914207, CR1816
Statement of Issue: A project resolution is necessary to create county road project number
CR1816, Upper Hoh Road MP 3.338 Culvert Replacement. Culvert replacement projects are
an ongoing component of the Roads program and are included in both the adopted 2008 and
the proposed 2009 Annual Construction Programs.
Analysis/Strategic Goals/Pro's & Con's: The Public Works Dept. is proposing to replace the
culvert at Upper Hoh Road MP 3.338, due to the deteriorated condition of the culvert, and in
order to provide greater hydraulic capacity, and fish passage if required. The culvert at
milepost 3.338 is considered a top priority on the County's rankings for culvert replacements.
Ongoing settlement of the roadway requires frequent maintenance and monitoring. In the
event of a total roadway failure, no emergency detour routes are available.
This project satisfies strategic goals 1, 3 and 9.
Fiscal Impact/Cost Benefit Analysis: The total cost for this project is estimated at $576,000.
Public Works will seek funding from the Federal Highway Administration and/or National Park
Service for a portion of project costs since the Upper Hoh Road serves a key National Park
facility at the Hoh Rainforest.
Recommendation: The Board is requested to approve the project resolution, and return a
copy to Public Works for further processing.
