WHEREAS, Jefferson County is the owner of certain real property containing approximately 79 acres,
known as County Landfill Site, the description of which is set out as Parcel A on attached EXHIBIT "A"; and
WHEREAS, David R. Drewry and Tiffany D. Drewry, Trustees are the owners of certain real property
containing approximately 10 acres, the description of which is set out as Parcel B on attached EXHIBIT "A"; and
WHEREAS, it is the desire of the aforementioned parties to adjust the common boundary as mutually
agreed to, providing for the benefit of both properties, and
WHEREAS, the common Boundary has been professionally surveyed and the Boundary Line Adjustment
agreement and the Subdivision Exemption have been approved by the Jefferson County Department of Community
Development, and
WHEREAS, the Boundary line Adjustment Agreement and the Survey and the mutual Quit Claim Deeds
shall be Recorded in the records of Jefferson County, and
WHEREAS, through the appraisal process the aforementioned Boundary Line Adjustment does not
substantially affect the value of either parcel,
NOW THEREFORE, BE IT RESOLVED that this Board of County Commissioners does hereby
acknowledge and affirm the Boundary Line Adjustment mutually agreed upon, as described in Exhibit "A" herein, and
does hereby authorize the Department of Public Works to develop the final documents in preparation for the
conveyance ofthe subject property.

Resolution for Boundary Line Adjustment
County Landfill Site
Statement of Issue:
Jefferson County is seeking to formalize a legitimate access from the Cape George
Road into the County landfill site (Assessor Parcel No. 001172002) to accommodate
additional activities and future growth within the site including a proposed equestrian
facility. The owner of the adjoining parcel, (Assessor Parcel No. 970600010) is
desirous to establish a buffer area adjacent to their family residence providing
protection from the many activities within the County landfill site. The adjacent
owner has agreed to enter into a Boundary Line Adjustment (BLA) with the County
which will serve to accommodate both needs.
The Department of Public Works has completed the appraisal task, survey tasks and
Boundary Line Adjustment (BLA) application. The County Departments have reviewed
the survey and Boundary Line Adjustment Application information and have approved
the BLA provided all conditions can be met. The BLA will not materially affect the
value of either parcel as supported by appraisal and timber valuation.
The Board is requested to sign the attached Resolution, which formally authorizes the
Boundary Line Adjustment and further directs the Department of Public Works to
develop the additional documents necessary to convey the subject area to the
adjacent owner. The adjacent owner has, in turn, agreed to provide the County with
a Quit Claim Deed conveying the area needed to provide access from Cape George
Road to the County Landfill Site.

Analysis:
The boundary line adjustment embraces a long term solution that insures that any
public access is adequately defined, legally permissible, and provides a surveyed
boundary line between County and private property.
Strategic Goals:
Stewardship of Jefferson County Properties directly responds to the goals of the
County's 2001 Strategic Plan thru Goal 4 - sustainable utilization of natural resources
that preserve our county's physical beauty and ecosystems &. Goal 6 . adequate public
facilities for work and play &. Goal 7 . affordable government.
Recommendation:
The Department of Public Works recommends that the Board of County Commissioners
approve the attached Resolution for a Boundary Line Adjustment in order to establish
legitimate access for the County Landfill property.
