The SMP cites RCW 17.26.020, but this piece of legislation refers ONLY to spartina and purple loosestrife. Many other noxious weeds occur in both the fresh water and salt water environment within shoreline jurisdiction. Some of these, such as Japanese knotweed, reed canarygrass and poison hemlock are extremely problematic and can seriously impact ecosystem function and human and animal health. The SMP exemption should include removal of ALL noxious weeds. The County Critical Areas Ordinance 1 contains a similar exemption to allow control of noxious weeds in wetlands, and I would suggest using the same wording, as below. Noxious Weed Control Board. The Jefferson Co. Noxious Weed Control Board shall coordinate with the Dept. of Planning and Community Development for the control of noxious weeds in wetlands. (b) All herbicide applications in aquatic environments shall conform to the rules of the Dept. of Ecology, Dept. of Agriculture and Dept. of Natural Resources, pursuant to WAC 173-201, WAC 16- 228, and WAC 222-38.
