RESOLUTION NO. 8-09
WHEREAS, Conservation Futures Tax Levy collections, authorized under RCW
84.34.230 are an important means of retaining community character and accomplishing open space
policies and objectives of the Jefferson County Comprehensive Plan that encourage the coordinated
acquisition of key open space lands for long term protection,
WHEREAS, Jefferson County is authorized by RCW 84.34.210 and 84.34.220 to acquire
open space land, agricultural and timber lands, as defined in RCW 84.34.220,
WHEREAS, Ordinance No. 07-0708-02 requires a deadline for submission of
conservation futures applications that is no later than March 30 following an annual collection period,
WHEREAS, public notice of funds available to is required at least 30 days in advance of
the deadline,
WHEREAS, the projected revenue to the Conservation Futures Fund for Jefferson
County for 2008 is approximately $240,000, it is anticipated that a total sum of at least $275,000 will
be available to fund new projects in 2009,
WHEREAS, approved disbursements for operation and maintenance of any property
acquired with conservation futures funds shall not exceed fifteen percent (15%) of the conservation
futures tax levy monies raised in the preceding year, it is anticipated that up to $36,000 will be
available to fund operations and maintenance projects,

NOW, THEREFORE BE IT RESOL VED, that:
1. Jefferson County hereby establishes Wednesday, January 21,2009 as the date of public
notice of the 2009 conservation futures funding cycle.
2. Jefferson County hereby establishes Monday, March 2,2009 at 4:30 p.m. as the
deadline for submission of conservation futures project applications to the
Environmental Health Department, 615 Sheridan Street, Port Townsend, W A 98368, in
2009.
3. Jefferson County hereby declares that a total sum of $275,000 is available in
Conservation Futures Tax Levy funds to projects approved in 2009.
4. Jefferson County hereby declares that up to $36,000 of the total amount of Conservation
Futures Tax Levy funds available to approved projects in 2009 is available to approved
operation and maintenance projects on properties acquired with conservation futures
funds.

Jefferson County Conservation Futures Program
Applications for Open Space Projects Solicited
The Jefferson County Board of Commissioners invites applications for projects to enhance the
County's open space preserves. Projects must provide permanent protection of open space lands
through acquisition of conservation easements, development rights, or land purchase. Deadline
for submission is Monday March 2, 2009 at 4:30 PM to the Jefferson County Environmental
Health Department, 615 Sheridan St., Port Townsend, W A 98368. No email or fax submissions
will be accepted. This year approximately $275,000 is available to fund projects including 0 & M
requests (see below).
In 2006 the Jefferson County Board of Commissioners approved the use of Conservation Futures
tax levy monies for maintaining and operating conservation easements, development rights, or
land acquired with Conservation Futures funds. Approved disbursements for operation and
maintenance may be used for any property acquired with Conservation Futures funds and shall
not exceed in any particular year fifteen percent (15%) of the conservation futures tax levy
monies raised in the preceding year. In 2009 up to $36,000 is available to fund 0 & M requests.

SUBJECT: Resolution to Launch the Conservation Futures Funding
Round for 2009
STATEMENT OF ISSUE:
Water Quality requests BoCC signature on a resolution to establish the deadline for
submission of conservation futures applications in 2009 and to also establish the amount
of conservation futures funds available to projects in this cycle.
ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
Conservation futures tax levy collections are authorized under RCW 84.34.230 as an
important means of retaining community character and accomplishing open space
policies and objectives. The accompanying resolution authorizes staff to publish a notice
on January 21, 2009 to solicit applications for conservation futures funds and to identify
the deadline for submission of applications to the Environmental Health Department as
March 2, 2009 at 4:30 PM. Further, the resolution establishes the amount of
conservation futures funds available to projects in 2009 as $275/000. Of that amount, up
to $36,000 may be spent on operations and maintenance projects on lands acquired with
conservation futures funds.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
The conservation futures program is funded by the conservation futures tax levy and
fund, #308. The beginning balance in 2008 for the conservation futures fund was
$704,331. Revenues are anticipated to be $240/000 in 2008. Of the combined amount,
$619/000 has been previously committed to other conservation futures projects.
Subtracting expenses and a working capital reserve yields $275,000 to fund projects in
2009. Of that amount, up to $36,000 may be spent on operations and maintenance

projects. The latter figure represents fifteen percent of the conservation futures revenue
collected in 2008, the amount authorized by Ordinance No. 06-0708-02.
RECOMMENDATION:
Staff recommends the Board of County Commissioners sign the accompanying resolution
to launch the conservation futures funding cycle for 2009.
