RESOLUTION NO. 9,..09
WHEREAS, the Board of County Commissioners, Jefferson County, State of Washington, adopted
the 2009-2014 Six-Year Transportation Improvement Program on July 21,2008 through Resolution No. 53~
08, after having consulted the priority programs, the bridge condition report, and conducted a hearing, and;
WHEREAS, due to the opportunity to potentially receive Federal economic stimulus funding in
2009 for important road improvement projects that are "shovel ready" for initiation in the 2009 construction
season, and;
WHEREAS, the Department of Public Works, after analysis of possible road improvement
projects, has concluded that a project to overlay sections of Center Road and Chimacum Road with asphalt
concrete is the top "shovel ready" priority for Jefferson County, and;
WHEREAS, in order to be eligible for this funding, the project must be included in the current
Transportation Improvement Program;
IT IS HEREBY RESOLVED that the Board of County Commissioners, having considered
inclusion of the proposed project to the adopted program, do approve and adopt the amended 2009-2014
Six-Year Transportation Improvement Program, which shall include the addition of the Center Road and
Chimacum Road Overlay Project.

Work Description:
This project will construct a 2-inch asphalt overlay on portions of two Rural Major Collector roadways
(07 Federal Functional Classification). Both routes are T-3 Freight and Goods routes. These roads are
designated regional bike routes and are also heavily used by Transit to connect communities within
Jefferson County. This important pavement preservation project will rehabilitate and add substantial
life to these routes. The project has been deferred for several years due to lack of available funding.
NEPA approval can be secured within 30 days. There are no right of way requirements for this project.
The project can be awarded and construction can begin within 120 days of funding approval.

Statement of Issue:
Hold a public hearing at 10:00 a.m. on Tuesday, January 20, 2009 for the purpose of
receiving public testimony concerning amendment of the 2009-2014 Jefferson County
Six-Year Transportation Improvement Program (6-yr TIP). Attached are the proposed
adoption resolution, the Department of Transportation TIP project list, and a project
description.
Analysis/Strategic Goals/Pros & Cons:
The Board adopted the 2009-2014 6-yr TIP on July 21, 2008, through Resolution 53-08.
In order for the County to be in position to take advantage of a Federal economic
stimulus package in 2009 with respect to transportation improvement projects, a road
overlay project for Center Road and Chimacum Road needs to be added to the current
TIP. The overlay project could be undertaken in the time frame required by the
prospective stimulus program. Adding a project to the TIP requires a hearing.
The hearing has been duly noticed. This meets strategic goals 4b, 6a, and 7a.
Fiscal Impact/Cost-Benefit Analysis:
Amending the TIP will put the County in a position to receive Federal stimulus funding
for an important road improvement.
Recommendation:
Enact the attached resolution in order to amend the current TIP as proposed by staff.
