Thank You Michelle, Our beach is all sand and gravel and no native vegetation is removed or destroyed during our activities. We have no plans to refine our procedure with ramps, rails, lifts or other construction. We try to take good care of our shoreline. It is a very special place for us. In response to your comments: Without further detailed review, it sounds like your boat launching activity conforms with the current SMP, therefore, upon adoption of a new SMP that activity would be considered a legal, existing use that is, indeed, 'grandfathered'. Should you want to install a different type of boat launch (i.e. ramp, rails or lift) the 1 provisions of the PDSMP (i.e. Article 7.2) would apply and a permit required. As stated in Article 1.2.A and 1.6.C, all activities that occur in the shoreline area must comply with the Program whether or not a permit is required. One consideration you might keep in mind for continuing your existing boat launching activity is Article 6.4 Vegetation Conservation to ensure protection of native plants for habitat and shoreline stability. <><><><><><><><><><><><><><><><><> Michelle McConnell, Associate Planner - LRP Lead Shoreline Master Program (SMP) Update Project Manager Direct: 360.379.4484 Web: http://www.cojefferson.wa.us/commdevelopment/ShorelinePlanning.htm NEW OFFICE HOURS: 9 a - 4:30 p Monday - Thursday; Closed on Friday <><><><><><><><><><><><><><><><><> NOTE: All fHlJall sent to thIs address will be received by the Jefferson County ..mall system and are subject to PublIc DIsc/osure under Chapter 42.56 RCW. Hello Michelle, As longtime shoreline property owners we have been removing and replacing our boat from Kilisut Harbor via a 4 wheel beach dolly for many, many years now. We wish to know if this twice yearly (spring and fall) operation will be affected by your program. This rubber-tired dolly is pulled up by a winch on the shore and down by an anchor attached to the boat. No excavation or disturbance of the shoreline is necessary to do this. In the summer the boat is attached to a permitted buoy offshore in front of our residence. Please let us know if your SMP has a problem with this. My wife tells me this is a grandfathered use of the shoreline however having just returned from visiting Hawaii I hear this rule has been overturned in the courts there in some cases and owners have been restricted from using their boat dollys. Thank You, John Matthiesen and Rita Kepner ___-()ri~inal Message - fi'1'()...=...Michelle...McConnell To: Michelle McConnell Sent: Tuesday, January 20, 20094:21 PM Subject: SMP: Postcard mailer online Hello Interested Parties, In our continued effort to inform and engage the public, we sent another direct mail postcard last week to more than 3,000 shoreline property owners to alert them to the SMP Update effort, availability of the Preliminary Draft SMP proposal, tomorrow night's Public Hearing, and the open public comment period that ends January 30.
