Our family originally acquired the property on which I live in 1936. Early photographs
show a tool shed, boat house and dock down at waters edge. Today they no longer exist.
We didn't need regulations like those proposed to remove them, we did it voluntarily.
When we built our retirement home in 1987 both Environmental Health and D CD were
very helpful and offered many very useful suggestions. We came into DCD with our
house plans at IPM to obtain our permit and left at 3PM all cleared to start building at a
cost of about 200 dollars. Can you imagine doing that under this plan. When I visit DCD
today I usually encounter a hostile attitude from those waiting on you. Today those
behind the counter are only passing through. DCD is a training ground, staffed by short
timers who have no ties to the community and with little or no experience in the
requirements. They are looking for their next job.
Enclosed are my comments on the preliminary draft SMP.
There was not enough time given the public for their comments. A bulk of the review
time was over the holidays when time for reviewing this draft was very limited due to
holiday activities. This is reminiscent of the public hearing on the CAO on Valentine's
Day
The chairman of the Planning Commission should excuse himself from the hearing as he
is a geoduck farmer.
The SMP as written creates a huge number of non-conforming lots. Think of the
nightmare this creates when trying to administer this document. There is no justification
given for creating so many non-conforming lots.
DCD just cut their work force and raised their fees. Who will be able to afford this
process and the associated time it takes to complete. What do you think the alternative
will be?
Where is the best available science that justifies increasing setbacks to 150 feet. Is there
scientific data that shows the present 30 foot setback isn't providing sufficient protection?
The SMP creates too many non-conforming lots. Any action that starts out this way must
basically be flawed unless the ultimate objective is to eliminate any houses being closerwthan 150 feet from the water.

It appears that approximately 85 % of the shorelines are classified as natural. The
question is once again raised what is the scientific/legal justification for this??
