Given the sensitive nature of the environs and the reality that a small entity would be obliged to follow rules in place prior to any start on a project I think it fair and prudent that any proposal of the Pleasant Harbor et al should be subject to the conditions spelled out in the new SMP. If they cry foul and that it will cost them more to comply, then your answer ought to be that the whole notion is just a little bit nuts in light of the failure rate of other similar projects in these times. Or in simpler terms, it is "malinvestment" It is also important that the " county " as an entity avoid the stigma of being seen as looking for tax base increase for the sake of its economic well being. Face it: governmental bodies are as subject to seeking its organism well being as is any individual it governs. Or in other terms, the county has a protoplasmic conscientiousness to feed, breed, and flourish if not actually dominate its environmental niche. This ultimately results in toxification of its " biom " and collapse results. If the social consciousness of Jefferson county as reflected by its citizens, is held as valid by the institution of the county government then the objective of the county planning is not to direct or shape development of resource until said resources are gone but to crate a dynamic but non growth driven use of the limited resources of the area. This use by definition must be contained within the ability of the resources to replenish themselves. . Face facts: quality of life and un checked growth are incompatible and I would suggest that the growth in Jefferson county has reached the saturation point wherein growth at all is pushing the limits of resources available to the community. I need only remind you of the chicanery abounding in the water supply issues alone to demonstrate what I mean. Thank you for your consideration in this matter, Sincerely Willing, Nordland Stephen 1
