I have an issue with che permiting requirements of the proposed SMP that I do not suppose will be a widespread problem now - but, hopefully, will be a larger problem in time as more peopJe employ eco- friendly shore armouringo My family and myself recognized decades ago the detrimental results of hard armouring. We did not armour our beach in any way until the effects of the concrete bulkheads north and south of us forced us to acto ~he wave forces were focused hereo Long ago we built and have maintained a natural material/flexible material bulkhead from beach log that looks and acts much like a naturally "beach-logged" beacho It workso It is as ecological as we can make it. One of your "STAC" members observed it in the mid to late 1990's and declared it to be "perfect". We have improved it since then. It is a continual process maintaining a natural material/flexible soft shoreline armouring. Adjust a chain, replace a lag screw, dump a wheelbarrow or two of gravel behind it, cut a log loose, tie a log up, resort things in the spring or after a ~ig storm. Minor adjustments - sometimes none in a year, sometimes several in a year. I cannot afford to get a permit for these maintenance items. I often cannot wait to effect the repairs. Not an emergency if tended, but surely a bad situation by the time a permit could be issued. Nor can I afford any gno-technical reports that might be required, or ecological reportso Natural/flexible armouring requires a natural/flexible maintenance ability. It must be possi't'le to do the "right thing". Over the years we have pulled tons, yes literally ~ of creosoted logs and timbers and pressure treated lumber and timbers off of the beach often rowing into the bay and snagging them in stormy dangerous conditionso We haul them ashore and eventually to the dump and pa;V___~o__cl iSp'_ose of them. Should we grab them as they are floating by or go apply:~or a: p~rmit? I understand that it is difficult to write rulestliat--s-om-e-one-'-cannot JAN 2 9 2009 weasel through yet I do believe that accommodation should be encourage those who have demonstrated a long term commitment ecology and to doing the "right thing".
