IT IS HEREBY RESOLVED that Center Road. County Road No. 931507 , from M.P. 0.00 to M.P. 6.86, and
Chimacum Road, County Road No. 932507, from M.P. 0.50 to M.P. 1.57, be improved as follows:
Re.surface with 2 inches (approximate) of hot mix asphalt and renew pavement markings. The proiect includes all
engineering, construction. and inspection.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County
Engineer's estimate is hereby made in the amounts and for the purpose shown:

Resolution to Create a Road Project
Center Road 8: Chimacum Road Asphalt Overlay
Statement of Issue:
Adopt a Resolution creating county road project CR1827 to resurface portions of
Center Road (MP 0.00 to MP 6.86) and Chimacum Road (MP 0.50 to MP 1.57) with hot
mix asphalt.
Analysis/Strategic Goals/Pro's & Con's:
The Highways and Local Programs (H8:LP) division of the Washington State
Department of Transportation (WSDOT) will distribute any economic stimulus funding
made available through the Federal Highway Administration to local governments.
Public Works has been working with H8:LP to position Jefferson County for receipt of
potential economic stimulus funds for transportation projects. Projects must be under
contract for construction within 90 days to be accepted by H8:LP. Projects requiring
right-of-way or which do not fall within federal programmatic environmental
permitting criteria are not eligible due to the "fast track" nature of the funding. This
asphalt overlay project can meet the H8:LP requirements and will rehabilitate two of
Jefferson County's most heavily used roadways, adding decades to their service life.
This project was added to the 6-Year Transportation Improvement Program (TIP) by
the Board in late January.
Fiscallmpact/Cost Benefit Analysis:
Any portion (or none) of the economic stimulus package may materialize. The project
as envisioned would re-surface approximately 8-miles of roadway for a cost of
$2,520,000. The funding may require local match of between $0 and $358,000. It is

possible that the stimulus package could make a reduced portion of the requested
funding available, in which case the project limits would be modified to reflect the
available funding. Any local match required will come from the Road Fund.
Recom mendation:
The Board is asked to approve the Resolution creating county road project CR1827 for
the purpose of re-surfacing Center Road and Chimacum Road. Return a copy of the
Resolution to Public Works.
