In regard to waterfront setback where there is a bluff between the ordinary high water line and a building site is
the setback measurement taken from the waterline up the bluff face and then from the top of the bluff to the
building site, or is the measurement taken form the top of the bluff to the building site? Every person I have talked
with has the same question because it is not clear to them in the SMP. I believe the measurement must be taken
from the top to the bluff to the building site.
