Hello all,
Just a reminder that comments on the Preliminary Draft SMP are due by 5:00 pm tomorrow, Friday, January 30, 2009.
Written comments may be submitted as follows:

a. Must be postmarked by 5pm Fri 1/30

Note: There is no need to submit comments to more than ONE of the above - duplicates are not entered into the record.
WHY COMMENT?
Please note that only 4 committee members testified at last week's public hearing with the Planning Commission (thank
you AI, Jill, Karen & Dick!) - there was a mix of support and concern expressed. Your participation was key to preparing
the PDSMP, but ~ is your chance to tell the Planning Commission how you feel about the resultant document you
helped develop before they begin deliberating. You may want to point out the key issues important to your stakeholder
representation and review how the relevant provisions in the PDSMP were reviewed/revised through the committee
process. Your comments - both pro and con - will be useful to the Planning Commission. There has been significant
public comment that the whole document is bad, that there was no public participation and Planning Commission

should start over from scratch. If you disagree with this, you may want to let the Planning Commission know! Public
comments received are posted online here.
NEXT STEPS
Planning Commission is scheduled to begin deliberations on the Preliminary Draft SMP at their next meeting, next
Wednesday, February 4, 6:30 pm at WSU Extension in Port Hadlock. The agenda for this meeting is online here.
Planning Commission has indicated at past meetings they anticipate 'major revisions' to the PDSMP and will plan on
holding another comment period once their proposed revisions are released. As a reminder, Planning Commission's job
is to provide a recommendation to the Board of County Commissioners, who will then likely allow additional public
comment prior to submittal to the State for final review and approval.
Finally, as our DCD office is closed tomorrow, if you have questions you need answered in order to submit comments,
you may contact Margaret Clancy at ESA Adolfson. While she can't speak to County decisions, she can provide technical
explanations for the intent and content of the PDSMP.

Comments regarding the December 3, 2008 Draft Shoreline Master Program
Dear Members of the Jefferson County Planning Commission:
The State of Washington Department ofFish and Wildlife (WDFW) appreciates the opportunity to review and
comment on the Jefferson County Draft Shoreline Master Program. We have been involved in this update,
providing both technical and policy recommendations at the committee level and are pleased with the version
before you.
We recommend approval of this version because it contains well formulated policies and regulations for
protecting functions and values of marine and freshwater shorelines in Jefferson County. These rules and
regulations were developed after extensive analysis of technical and scientific information provided by relevant
state agencies, affected Indian tribes, port districts, and private parties. Best available science informed existing
shoreline conditions in the inventory and characterization report, environmental designations, and the restoration
plan which includes specific goals, policies and actions to restore degraded shorelines.
As written, the Draft SMP protective measures will avoid future development pressures on priority habitats and
species in shoreline areas and avoid future species listings and associated costs. If exemptions and variances are
strictly scrutinized to avoid cumulative environmental impacts, Jefferson County will succeed at striking a
balance between preferred uses in shoreline areas, including environmental protection, restoration projects, public
access, and shoreline development.
