Dear Commissioner,
i've been a residence of jefferson county since 1975. I have owned and operated Delia's
Broadspit Oyster Co in Quilcene , Wa. for nearly 30 years. I have been involved with the
shorlines managments issues for many years. There are many isssues that can be dealt with
issue by issue but one of the main problems with all the SMP"s is that there is and always
has been a lack of enforcement when there are questions regarding the breaking of the rules
and the laws governing our shorlines, waterways, lakes and stream and river problems.
There is not enough time for me to deal with all te issues so I am going to mention a few
that i have concerns with and try and not overwhelm you or myself with too much information.
Section reference 5.20/8.1 livestock and waste- waste storage areas are prohibited within
200' of the OHWM. this is not enough as all it takes is one heavy rainfall and some of these
storage areas can overflow and leach into the tidelands, poop runs downhill as the saying
goes. This has always been an issue in this county because of the large amount of livestock
we support near the shorelines. I encourage you to keep storage areas for animal waste as
far from the shorlines as you can, 500' or more would be a better idea than the current
200' .
Section5.30/8.2 Abandoned or unsafe structures and equipment shall be removed or repaired
promptly ? It can be very time consuming to try and get permits to remove existing structures
on tidelands that may be abandoned or unsafe. Is there a way to accomplish removing or
repairing structures that may be unsafe in a timely manner ?
Section 5.30/8.2 County can ask for compensation for use of public piers/structures for
acquaculture operations. My question is: Does this apply to the tribes as well as private
citizens and businesses ??
There are questions about all of the SMP's but i don't have the time and knowledge to deal
with all of them but I do want to again stress the importance of enforcement of the rules
otherwise what is the point of all this work being done to create these documents if no one
will enforce them ?
