No, jurisdiction and buffers are measured on a horizontal plane from Ordinary High Water Mark, not up the face of the
bluff then back from the top. See item 6 on page 6-5

In regard to waterfront setback where there is a bluff between the ordinary high water line and a building site is the
setback measurement taken from the waterline up the bluff face and then from the top of the bluff to the building site, or is
the measurement taken from the top of the bluff to the building site? Every person I have talked with has the same
question because it is not clear to them in the SMP. I believe the measurement must be from the top of the bluff to the
building site.
