We urge you to amend your draft Shoreline Management Plan update as follows: 1) Restore requirements, which were contained in the earlier preliminary SMP update, for a shoreline development permit for intensive geoduck aquaculture. 2) Eliminate the geoduck exception to the defInition of "aquaculture" in Article 2 (A) 28. (Strike last sentence.) Aquaculture means the farming or culture of food fish, shellfish, or other aquatic plants or animals in freshwater or saltwater areas, and may include development such as structures or rafts, as well as use of natural spawning and rearing areas. ((Aquaculture does not include the harvest oCwildstock geoducks on state-owned lands. Wildstock geoduck harvest is a fIShery.)) 3) Eliminate the geoduck-harvest exception to the definition of "dredging" in Article 2(A) 16. (Strike last sentence. ) Dredging means the removal of earth from the bottom of a stream, river, lake, bay, or other water body. ((This does not include de minimis removal of sediment during harvest of geoduck clams or other shellfISh.)) 4) Eliminate the geoduck-harvest-tube exception to the defInition of "structure" in Article 2 (A) 43. (Strike last sentence. ) Structure means a permanent or temporary edifice or building or any piece of work artificially built up or composed of parts joined together in some definite manner, whether installed on, above, or below the surface of the ground or water, except for vessels (WAC 173-27-030). Retaining walls, bulkheads, fences, landscaping walls/decorative rockeries, mussel racks, and similar improvements to real property are examples of structures. ((Geoduck harvest tubes are not considered structures for purposes of this Program.)) 5) Eliminate Art 8, Section 2 (A) (10). This is a wide-open invitation to introduce potentially dangerous new species into marine waters. The restriction that the practice be "consistent" with state and federal regulations is insufficient, because if state and federal regulations are silent (as, for example, if the species is simply not addressed), the practice would be allowed. ((Experimental forms of aquaculture involving the use of new species, new growing methods or new harvesting techniques should be allowed when they are consistent with applicable state and federal regulations and this Program.)) 6) Prohibit mining activities. These are completely incompatible with and destructive of the other, broad uses and enjoyment of Hood Canal and surrounding shores and land. Jefferson County's pristine bays and beaches, of which Shine beach is one, are one of its greatest attractions, and the foundation of its economic well-being. Please protect them from intensive, invasive uses that would 1 dramatically alter the natural environment, and trade short-term private economic gain for long-term economic loss for the whole county..
