County Draft Shoreline Master Plan These comments are made on behalf of the Brinnon Group in regard to Jefferson County's draft Shoreline Master Plan. The Brinnon Group represents the views of residents, property owners, and individuals who have expressed concerns over the recently approved Master Planned Resort in Brinnon. A majority of members have expressed deep concem over the scope, size and location of development along the shores of Pleasant Harbor and the potential unmitigated impacts. The opinions expressed below have been formulated from analysis of research done by group members and associates. The shores of Hood Canal and Pleasant Harbor have been designated as shorelines of state-wide significance and as such are to be managed to preserve the natural character of the shoreline and to promote long-term over short-term benefits. As understanding of the importance of natural ecological functions of shoreline ecosystems grows, the concept of statewide long-term benefit evolves. Economic output and economic growth in the traditional sense are important, however the properly functioning ecology of shorelines is being recognized as having much more and far reaching value both economically speaking and for a myriad of other inter-related reasons. We believe that the opinions of the Brinnon Group support the long term principles expressed by the State of Washington for management of shorelines of statewide significance. We support consistent and clear, enforceable language between the State and County Plans in this area. The cumulative impact of commercial development on the shoreline is a common sense approach to judging total impact and an appropriate guideline of the SMP. Regional cumulative impacts are of equal importance and should be written into the plan. The setbacks and development restrictions outlined in the commercial use/development and marina portions of the draft Shoreline Master Plan are favorable in light of members' concerns and also provide strong support for the state's interest in the shoreline. The Brinnon Group supports the draft plan, particularly in relation to those articles mentioned. It is in the Group's interest to prioritize the approval and implementation of the plan without reducing any of it's elements. 2/2/2009
