I would like to note that three hours is not sufficient time to review this document The following comments are based on a partial review of the document This partial review is the direct result of Jefferson county not making a timely response to my request at the public meeting on January 21,2009. About 1988 Jefferson County invited me to start an aquaculture operation on the southeast shore of Discovery Bay. The invitation was UJlS(11icited.. I accepted the offer , started a business, obtained the necessary permits and have been operating my business ever since. The business is on property I own, the entire length is fronted by a bulkhead and my business requires the uses of the property adjacent to the bulkhead. This area has been used in commercial use for more than one hundred years. The area has a natural character which I have maintained and am proud ot: A couple years ago I informed the county that I wanted to increase the size of my business, I discussed my plans with a Jefferson County "planner of the daY", who took my plans to her supervisor. I was given a letter stating I did not need a permit to continue with my plans. Since then I have invested tens of thousands of dollars in the project. It is expected to up to generate up to one halfmUlion dollars in local wages when completed. It is important to note that that this project was the result of an UNSOLICTED offer by the Washington State Department of Natural Resources, which is going to receive fifteen percent of the gross income from the project. Jefferson County invited me to start my business and is well aware of my plans. A partial review of the "preliminary draft SMP" indicates to me that the designation of the land that my business is located on will be changed from Conservancy to Natural. This change is inconsistent with the definitions of conservancy and Natural in the document My property and my business which is located on it does not fit the definition of "natural" . REQUEST: 1. Explanation why it took so long to send me a copy of the "preliminary draft SMP" 2. According to the flyer I received in the mail (for the January 21 meeting) this process has been going on for 2 years. During this time the County knew full well that I was spending all that I bad in an effort to create a few more jobs in my neighborhood. From my partial review of the draft SMP the County is radically changing what I will be allowed to do. The County knew what I was doing. Can your explain to me how the County failed to keep me informed? 3. At the public meeting on January 21 it was stated that a grant funded this project. Please send me a copy of any and all grants that funded the "preliminary draft Shoreline Master Program" that was presented on January 21,2009. 4.
