To the members of the Jefferson County Planning Commission (JCPC):
From your own website......
An initial open public comment period from December 3, 2008 to January 30, 2009 allows citizens and
stakeholders to provide input to the Planning Commission as they form a recommendation for the
Board of County Commissioners. The first public hearing will be held January 21, 2009 for oral
testimony.
I, as a shoreline property owner, received no notice to this first public hearing held with
only eight (8) remaining days for public comment.
Shameful. ... It raises the following questions?
. Did the JCPC conspire and contrive to deny the effected property owners their
rights to public comment?
. Was the public comment period deliberately scheduled by the JCPC to be over
the Christmas holidays to deny the effected property owners their rights?
· What county regulations has the JCPC failed to comply with the spirit of by using
such skullduggery and trickery?
· Many more come to mind, but I do not wish to stoop to the level of the JCPC and
insult you.
· Yes, I am most angry to be represented by such a one sided, like minded, group
of special interest individuals who are so ashamed of their actions that they are
forced to conspire and contrive.
Apparently, the JCPC cannot be questioned and the only avenue we, as affected
property owners, have is to comment. No accountability.... What a great thing!
There was a presentation on the proposed PDSMP in Port Ludlow recently, and I
attended. What a deceptive event!
Since I, and the majority of other stakeholders, have been denied notification or
participation and have such a short time to review such an ill worded and deceptive
document. Are you noticing my repetitive use of the word DECEPTIVE?

Still, I have some preliminary questions that will either be answered by the JCPC [fat
chance], the Jefferson County Council [again, fat chance], or in a court of law [a much
more likely event].
· Has the economic effect of the proposed PDSMP been analyzed? If so, where is
the report?
· What is the estimated average value of decrease in property value?
· Where, in these times of economic hardship, will the non-stakeholder property
owners come up with the money for their greatly increased property taxes as a
result of the vast reduction in property taxes from the devalued properties as a
result of the proposed PDSMP. Property taxes are such that for the county,
overall, they remain the same, or as is the case here, go up by the overall allowed
amount each year. Therefore if taxes for one group goes down, because of
devalued property, then the taxes for all the other property owners go up to
cover the shortfall.
. How will the property owners be compensated by the county for what is in effect
akin to taking adverse possession of their property?
· Where will the money come from?
. How many properties will become "unbuildable" under the proposed PDSMP?
· How will the property owners be compensated?
· Where will the money come from?
. If a current home or establishment is destroyed and becomes unbuildable
because of the proposed PDSMP how will the county compensate the property
owner?
. Where will the money come from?
· Why is it that all the research money went to only one, like minded, group where
the studies and research were insured to generate the desired single minded
outcome?
· Why were the stake holders not permitted to participate in the formation of the
PDSM P?
Is the outcome and final result of the PDSMP a foregone conclusion? Probably so, but
then the resulting lawsuits are also a foregone conclusion. .How will the county fund the
legal challenges? What needed social, environmental, or infrastructure projects will be
lost or fail to even start because the county is forced to spend, spend, and spend more
on legal challenges, compensatory damages?
The JCPC had done Jefferson County and the public it is charged to represent a great

disservice and foolishly and selfishly wasted taxpayer money in producing such a one
sided and slanted PDSMP.
The commissionl probably is not, but should be very ashamed of its actions.
