Agenda Request
From:
Board of Commissioners
Philip Morley, County Administrator
Frank Gifford, Public Works Director c1Qij
To:
Agenda Date:
February 9, 2009
Subject:
Accepting County Roads in Olympic Terrace II Long Plat
Statement of Issue:
The Department requests that the Board review the attached Resolution accepting
Mt. Constance Way, Mt. Wilder Way, Crystal Court, and Pelton Court in the Plat of
Olympic Terrace II, Phase 1 as County Roads and add them to the County Road Log.
Analysis/Strategic Goals/Pro's & Con's:
Olympic Terrace II Long Plat, Phase 1 received final plat approval in May 2007. Public
road rights-of-way were dedicated to Jefferson County in the plat. Because the roads
and other improvements had not been completed at that time, the developer, Port
Ludlow Associates, posted a performance bond to guarantee completion. The
developer has now met the County's requirements for accepting the roads as County
Roads: the roads and stormwater management facilities have been constructed to the
Department's standards; the developer's engineer has provided record drawings of
the facilities; and the developer has provided a maintenance bond that guarantees
the facilities against defects for two years from the date that the roads are accepted.
Fiscal Impact/Cost Benefit Analysis:
After the roads are accepted as County Roads, the Department will be responsible for
maintenance. The maintenance bond guarantees that the developer will pay for
correcting defects in the road and drainage facilities for two years after the roads are
accepted. Long term maintenance will be funded by the Road Fund.
Recommendation:
The Department recommends that the Board adopt the resolution accepting the
public roads in the plat as County Roads and add them to the County Road Log.
