MINUTES
Special Emergency Meeting
(per provisions ofRCW 42.30,080 Last Sentence)
January 7, 2009
Chairman David Sullivan called the meeting to order (from the conference telephone) at
approximately 4:10 p.m. Commissioner Phil Johnson was present. Commissioner John Austin was not
present due to a previously scheduled meeting outside the Courthouse.
DECLARATION OF EMERGENCY: County Administrator Philip Morley explained that
Bob Hamlin, Emergency Management Program Manager, has reported flood damage in the West End due to
heavy rains and rapidly melting snow yesterday and today. Several small rivers and streams in Jefferson
County have reached flood stage. In addition, considerable soil saturation from the continuous rainfall has
resulted in erosion and unstable slopes. He read the emergency declaration.
Commissioner Johnson moved to approve RESOLUTION NO. 03-09 declaring that a state of emergency
exists and that the following direction and authorization be given as of 4: 12 p.m.:
I. The County Department of Emergency Management is directed to implement the Emergency
Management Plan as necessary for this emergency.
2. The County Department of Public Works is authorized to enter into contracts and incur obligations
necessary to combat this emergency to protect the health and safety of persons and property in light
of the exigencies of an emergency situation without regard to time consuming procedures and
formalities prescribed by law, with the exception of mandatory constitutional requirements.
Chairman Sullivan seconded the motion and called for a vote. The motion carried.
NOTICE OF ADJOURNMENT: Commissioner Johnson moved to adjourn the emergency
meeting at 4: 15 p.m. until the next regularly scheduled meeting of the Jefferson County Commissioners on
January 12;'2I)09at 9.a.m. Chairman Sullivan seconded the motion which carried.
