A public hearing before the Board of County Commissioners is anticipated for 12/16 at 11:00a, with the public comment period starting on 12/4 through publication of the hearing notice. * On 11/18, DCD provided the Planning Commission recommendation on the 2024 Comp Plan Amendment Cycle Docket <https://www.co.jefferson.wa.us/1721/2024-Annual-Amendment-Cycle> to the Board. A public hearing in consideration of the adopting ordinance is scheduled for 12/9 at 11:00a, with the public comment period staring on 11/27 through publication of the hearing notice. * On 11/18, the Board adopted a new Countywide Planning Policy (CPP), following the Growth Management Steering Committee (GMSC) recommendation. I wanted to make sure you were aware of these opportunities to observe or participate in these public discussions with the Board. Agendas are generally posted the Friday before the Monday meeting. For this coming week, Monday is a holiday. Therefore, the Board meeting is on Tuesday, November 12. DCD will be presenting to the Board at 2:30 for a workshop on compliance with Senate Bill (SB) 5290 <https://app.leg.wa.gov/billsummary?BillNumber=5290&Initiative=false&Year=2023> , which amended RCW 36.70B, Local Project Review, in 2023. One of components of compliance with SB 5290 is a set of UDC amendments to Chapter 18.40 JCC <https://www.codepublishing.com/WA/JeffersonCounty/#!/JeffersonCounty18/JeffersonCounty1840.html> , Permit Application and Review Procedures/SEPA Implementation. These proposed code changes (which are currently undergoing legal review) did not go through the Planning Commission because they involve regulations that address procedural issues related to land use planning, which is a Type V process exception per note 1 to Table 8-2 in JCC 18.40.040. If you are interested in this subject, you could tune in for the workshop on Tuesday and/or comment on the proposal during the comment period, which is expected to run from December 4 to December 16, when a public hearing is anticipated at 11:00a before the Board. You may also be interested in the back-to-back sessions on November 18 addressing elements of the 2025 Periodic Update <https://www.co.jefferson.wa.us/1708/2025-Periodic-Update> (proposed Resolutions on the Countywide Planning Policy, Population Projection, and Public Participation), followed by the 2024 Comp Plan Amendment Docket <https://www.co.jefferson.wa.us/1721/2024-Annual-Amen dment-Cycle> , beginning at 3:00p. That afternoon, DCD will be transmitting the Planning Commission recommendation to the Board on the 2024 Docket. The public hearing for the 2024 Docket is expected to be held on December 9 at 11:00a.
