CALL TO ORDER AND INTRODUCTIONS: Chair Greg Brotherton called the meeting to order in the presence of Growth Management Committee (GMSC) members. He welcomed the Tribes, GMSC members and staff, and they introduced themselves. PUBLIC COMMENT PERIOD: Chair Brotherton called for public comments, and one comment was received by Port Gamble S'Klallam Tribal Representative Marla Powers, who reviewed comments from the Tribe. She answered follow-up questions from the GMSC members. APPROVAL OF MINUTES: Member Dean noted a correction to the minutes, noting that the minutes state that Aislinn Palmer moved out of state. Member Palmer moved out of town. Clerk Gallaway will amend the minutes. Vice Chair Thomas moved to approve the minutes as amended. Member Faber seconded the motion. The motion carried. PRESENTATION re: Committee Responses to the July 11, 2024 final review draft of the Countywide Planning Policies (CPPs)for Jefferson County: Cross Sound Consultant Karla Boughton reviewed comments received and edits made to the most recent draft of the CPP for Jefferson County. She covered revisions and summarized the process. GMSC members provided further amendments that the Consultant incorporated into the final draft. C r_.".._ 1. _:\,.,0\#21 ii Sift VC,A0 PRESENTATION re:Application of Housing for All Planning Tool (HAPT) using FMSC-recommended population project and 70/30 Urban/Rural allocation: Associate Planner Joel Peterson provided and City of Port Townsend Planning Director Emma Bolin reviewed the HAPT Methods 1-C and explained why Method C with a modified 40/40/20 split amplified CPP housing goals. After discussion, Chair Brotherton asked for a poll of GMSC members if they were in favor of a 40/40/20 split to maximize urban spread of incomes, and a majority were in favor. After further discussion, Consultant Boughton explained that by modifying the first policy, and adding verbiage regarding "at least 70%to urban growth areas, and no more than 30%for the remainder," in the future if the next Board does not like the 40/40/20 split, there won't be a need to amend the CPP. Member Faber moved to recommend that we adopt Method C: 40/40/20 so that 70 and 30 are urban/rural. Vice Chair Thomas seconded the motion. Chair Brotherton stated that it has been moved and seconded to recommend Method C with a 40/40/20 split for Port Townsend, Port Hadlock UGA and rural. He called for public comments on the motion, and four comments were received, including a comment from Port Gamble S'Klallam Tribal representative Marla Powers. Chair Brotherton called for a vote on the motion. Chair Brotherton, Vice Chair Thomas, Member Dean, Member Eisenhour, Member Faber, Member Toews, Member MickHager voted in favor of the motion. Members Toepper and Schwartz abstained from the vote. The motion carried. Member Eisenhour moved to approve the CPP as discussed and amended today. Member Faber seconded the motion. Member Dean stated she would like language to be amended regarding "fishing" under the preamble regarding Treaty Rights, so it reads "Jefferson County honors and preserves the treaty rights of all Indian Tribes that have hunting, fishing and gathering rights within Jefferson County." The friendly amendment was agreeable to Members Eisenhour and Faber. Consultant Boughton reviewed all the amendments addressed today. Chair Brotherton called for public comments on the motion, and no comments were received. He called for a vote on the motion. The motion carried. NEXT STEPS: The CPP document will be forwarded to the Jefferson County Board of Commissioners and Port Townsend City Council, likely as an attachment to a draft Joint Resolution that formalizes the adoption of the policies, population decisions, and housing decisions. Since the CPP recommendation has been approved, this is the last Growth Management Steering Committee meeting.
