Member Hanke joined at 9:25 a.m. EAM tzjefferson WELCOME AND INTRODUCTION: Chair Eisenhour called the meeting to order after establishing a quorum. PUBLIC COMMENT PERIOD: No comments were received. APPROVAL OF THE MEETING MINUTES: Member Toepper moved to approve the August 24, 2023 Special Meeting Minutes as presented. Member Berg seconded the motion. The motion carried. REVIEW Request for Proposals for 2024 PIF Funds: Chair Eisenhour reviewed the scoring matrix to assist PIF members in compiling and ranking projects. The Board listened to the following proposals: • Sims Gateway-$300,000 requested: City of Port Townsend Capital Project Director Matt Klontz explained that in the fall of 2021 PIF awarded $1 Million of a $2 Million project. He gave a timeline of the project and noted that they are in the final stages of negotiations with a landscape architect and they are developing concept design. They aim to complete their grading permit and SEPA application by the end of 2023, and beginning construction in summer of 2024. He reviewed the total project cost estimate in 2023 is approximately$2,658,000, and the estimate was $1,970,000. He answered questions posed by the Board. • Jefferson County International Airport (JCIA) Eco Industrial Park— Phase 1 - $350,000 requested): Port of Port Townsend Deputy Director Eric Toews explained their project objectives which include: Advance design, engineering and permitting for a 24-acre industrial park, creating up to 11 pad-ready 1-acre development sites with supporting infrastructure, creating opportunities for employment and economic growth. Phase 1 project funding is estimated to cost $450,000. Their request is 78%from PIF ($350,000) and a Port of Port Townsend match of 22% ($100,000). They would like to create job retention and creation, which is estimated at 140 total, and safeguard more than 20 jobs in the County. He noted they are working on getting easements for a parcel near the airport, and ensuring access to the site from Four Corners Road. He reviewed the 2011 EDA-funded Feasibility Study, conceptual site plan, project readiness, and answered questions posed by the Board. • SR19 Rhody Drive Pedestrian Bike Improvements - $228,666 requested: Public Works Assistant Director Eric Kuzma and Project Manager John Wayand were present to give their presentation.They shared a map which showed existing,future and in-progress work on the SR19 Rhody Drive pedestrian bike improvements.They answered questions posed by the Board. • Port Hadlock Sewer Project -$85,000/year requested: Public Works Director Monte Reinders shared photos of the sewer project in-progress.The reclaimed water infiltration area has been completed. He reviewed the Phase 1 service area,treatment plant and reuse area. He reviewed the project budget and funding, and outlined revenue and expenses.The anticipated budget shortfall is approximately$87,100/year due to loan servicing fees. He answered questions posed by the Board. Chair Eisenhour noted the time and indicated they will most likely need to hold another Special Meeting to rank the projects. • Glen Cove Infrastructure Feasibility and Design-$250,000 requested: Commissioner Greg Brotherton called a Special Meeting of the Board of County Commissioners(BOCC)to order since he and PIF Chair Eisenhour constitute a quorum of the BOCC. He presented the project which would coordinate with private and public stakeholders to do a feasibility and design on infrastructure including roads, fiber, stormwater, electrical and sanitary sewer in the Glen Cove area and in parallel with the Jefferson County and City of Port Townsend 2025 Periodic Updates to their respective Comprehensive Plans. He noted that Glen Cove is currently experiencing growth largely through asset management, where property and business owners are seeing an increase in asset value. With 55%maximum impervious surface allowed and the requirement for septic drain fields and infrastructure development property by property, development has stagnated and new businesses are not developing as originally anticipated. He answered questions posed by the Board.After his presentation, he adjourned the BOCC meeting. CLOSING REMARKS:The PIF members agreed to hold a Special Meeting with a tentative date of December 14, 2024 at noon. County Administrator Mark McCauley requested completed score sheets from each member.
