The nonprofit serves low-income individuals and families in Skamania and Klickitat counties with various programs, including food, shelter, housing, energy assistance, care coordination, and more. But for low-income families already struggling with food insecurity, this loss is more than just an inconvenience – it’s a setback that can take weeks to recover from. As a result, many are turning to Hopelink for help. Albert Haller Foundation board members awarded $350,000 to nonprofits and organizations across the county at a special ceremony on Oct. 23 at the Lincoln Center in Port Angeles. The Albert Haller Foundation started as a nonprofit organization in 1992 to help fund charitable programs throughout the county — primarily focused on education, family and medical services. It annually gives six-figure donations to local community groups and efforts. Washington state’s early learning programs could face budget cuts <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=493486f807&e=fa97a7921d> As Washington stares down a multibillion-dollar deficit, the state Department of Children, Youth and Families has proposed cutting about $77 million from two state early learning programs. The state is projected to face a $10-12 billion shortfall over the next four years. Earlier this month, the state budget office asked agencies to recommend potential spending cuts. DCYF has proposed cutting nearly $68 million from the Early Childhood Education and Assistance Program, Washington’s free preschool for 3- to 5-year-olds. And it has proposed eliminating an Early ECEAP program for babies and children up to 3 years old, a budget cut of $9.25 million. ALICE (Asset Limited, Income Constrained, Employed) may be a relative or friend. You may be ALICE. As cashiers, waiters, child care providers, and other members of our essential workforce, ALICE earns just above the Federal Poverty Level but less than what it costs to make ends meet. These struggling households are forced to make impossible choices each day. While such hardship is pervasive, households of color are disproportionately ALICE. ALICE also represents the data reshaping the dialogue on financial hardship, and a grassroots movement that is picking up steam across half of U.S. states - and counting. Over 40 percent of U.S. households earn below the ALICE Threshold, which means that millions of families are forced to make difficult choices and risky trade-offs every day. This online Consequences of Insufficient Household Income report explores: * How ALICE and poverty-level families get by when they do not have enough income or assistance to afford basic necessities. * How the six essential areas of a household budget — housing, child care and education, food, transportation, health care, and technology — as well as taxes affect financial decision-making for ALICE families. The larger the gap between income and expenses, the more extreme the decisions, and the greater the risks to a family’s immediate health, safety, and financial stability. * How the tough decisions ALICE households make affect their broader communities, and how future trends may shape those decisions going forward. This report highlights how choices in one area invariably affect choices in other areas. The problems are complicated and interwoven. With this clear documentation of the issues and how they are interconnected, community stakeholders can start to build solutions for their neighborhoods, towns and cities, counties, and states. For solutions to be effective, they must be comprehensive and interconnected to address as many areas of struggle as possible. Council Bill 120822 <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=6ee6f775c6&e=fa97a7921d> specifically allows co-living residences in all zones that allow multifamily housing; it removes design standards to add more flexibility in configuration of communal areas; and it removes parking requirements within a half a mile of major transit stops. Co-living housing entails sleeping rooms that are independently rented and lockable. Residents at these locations share kitchen facilities and other common elements with others in the building. The state’s Housing Finance Commission manages the federal Low-Income Housing Tax Credit program and is meant to encourage development of affordable rental housing, but some of the projects give low-income tenants the option to purchase their homes after the home has been available to rent for 15 years or more. According to a news release from the state auditor Tuesday, while 1,300 program projects are available in Washington, only 18 of those offer the option to purchase. All but one of the 18 purchasing programs are managed by Tribal governments in Washington. Of the 18 projects, only six had homes old enough to qualify for tenant purchase in 2023, for a total of 135 homes, but project owners have not transferred any properties to tenants, the audit showed. U.S. Senator Patty Murray announced on Nov. 18 that over $56 million in federal funds will go towards Washington state’s Low Income Home Energy Assistance Program (LIHEAP). The program has helped low-income residents pay home heating and cooling bills and other energy costs for the last four decades. Consider Seattle in 1980. This was still largely a middle-class locale then, with jobs from Boeing and local financial institutions such as Seafirst and Rainier banks (Washington Mutual was a relatively small, respected savings and loan), as well as traditional manufacturing companies, retailers, railroads and the seaport. Bill Gates and Paul Allen moved Microsoft — founded in 1975 — to Bellevue the year before. Jeff Bezos was in high school in Miami. Here, housing was available at a variety of prices across the city of 493,846, down 7% from 1970. So, no housing affordability crisis, right? Not quite. Cohen, the executive director of Bellingham Food Bank <https://wapartnership.us4.list-manage.com/track/click?u=acf3cee5bbda818ebd4ce40eb&id=606d984777&e=fa97a7921d> (BFB), said food bank usage has risen dramatically since 2019. Across the state of Washington, visits are up 70%. In Whatcom County, it’s 170%. At the Bellingham Food Bank itself, visits have increased 200% in the last half decade. For many, it can be a lifeline. Reliable transportation connects us to essential life services such as health care, employment, safety and more. The lack of affordable repair options can greatly contribute to feelings of instability and isolation for affected individuals. Seattle-based Auto Repair Transformation sees the tangible impacts that providing access to free and low-cost auto repair assistance can have for low-income and/or unhoused individuals. Along with auto repair, the nonprofit’s program “Lights Out on Racism,” apprenticeships and community workshops seek to tackle the systemic bias within the auto industry against women, BIPOC, low-income and LGBTQ+ folks. Gig Harbor-based architect Marlene Druker presents “The Incredible Expanding and Shrinking House.” Getting married, having kids or becoming an empty-nester? It’s no problem for this house plan, she says, with a few tweaks here and there — like turning the garage into another bedroom, or renting out the upper level when the kids move out. It isn’t just a thought experiment, which Druker wrote about in Gig Harbor Now last year. There are real-life examples, like Julie Tappero’s home in unincorporated Pierce County, near Gig Harbor. Tappero converted her basement into a one-bedroom apartment in 2010 to provide her daughter a separate space to live when she graduated college, she told The News Tribune via email.
