My family and I have owned waterfront property in Jefferson County for over sixty years. We have always been good stewards of the land and Puget Sound. In all of those years we have never used any form of county service other than some minor road maintenance. We've paid our taxes and shopped locally whenever possible. I have always felt a strong connection to Jefferson County and in particular to Port Ludlow, so much so that I had Tom Majhan draw my will to leave all of my properties and financial assets to a deserving Jefferson County department. Actions of late have me rethinking some of my feelings. I have no personal stake in the outcome of this proposed ordinance change, I will never sell my primary property, I have all that I need and don't plan further development but this is another stellar example of how Jefferson County blocks growth, business and shows no desire to attract new people to the area. These new ordinances will discourage people from buying waterfront property and lower property values thus tax revenue. The best steps that can be taken to help puget Sound is for the County to better manage septic systems but with the first hiccup in the budget the County cuts the Environmental Health Department staff. The County lost two really great leaders in the field of environmental health in Mike McNickle and Andrew Shogren. Trying to save a few dollars the County sacrificed the growing viability of a department that is key to the health of our area. I hounded the Jefferson County Health Department for almost 15 years about my neighbor's failed septic system dumping raw sewage directly into Puget Sound but it was only recently that they property was condemned. The positive action was only after the dedicated efforts of Mike McNickle and subsequently Mr. Shogren, now they are gone. Susan Porto was also a big help, please keep her. 2/17/2009 Page 2 of2 The point being, manage the septic systems properly and there would not be a need for such drastic changes in the Shoreline Management. A 160 foot set-back is ridiculous, hugely restrictive and will undoubtedly result in years of court battles. Best Regards, Ross Budden 94 Maple Lane Port Ludlow, Washington 2/17/2009
