Review of PC July 17th direction 1)Enforcement –two provisions included ✓ 2)Population size-based cap, ✓ 3)Water availability-based cap (already addressed via EPH) 4)Geography and population-based caps based on population using the five designated Census Places✓ 5)STR permission conditioned upon long term rental(s) 6)STR permission condition upon living onsite 7)Reduce corporate Rentals ✓ •Prohibit rentals for 1st two years, ✓ •Require carbon-based life form to sign permit, ✓ •Require annual permit renewal process ✓ 8)CUP for larger STRs (conformance with ICC) ✓ Agenda 6 PC DIRECTED STAFF to include this as one of two new enforcement methods Review of PC July 17th direction Enforcement –two provisions included ✓ A.Platforms must have a valid platform license B.Operators must have a valid hospitality, e.g., “short-term rental operator license”C.Platforms must verify that a property has a county-issued STR permit before booking can take place. 7 Any online platform facilitating rental listings for less than 30 days within Jefferson County must: (i)Register the platform’s name, contact person, and website address with the Jefferson County Department of Community Development prior to operating; (ii)Provide a list of all active short-term rental listings within the municipal boundaries of Jefferson County with the Jefferson County Development of Community Development; (iii)Advertise only those short-term rentals with valid permits; and (iv)Comply with all local and state regulation governing short-term rentals. 8 Mission Statement -"To preserve and enhance the quality of life in Jefferson County by promoting a vibrant economy, sound communities, and a healthy environment."
